He thought off season was not as big of an issue and rentals times <br />274 could be shorter. <br />275 <br />276 Mayor Roe suggested changing the look back to 60 days rather than 180 days. <br />277 <br />278 Councilmember Etten thought 180 days would give staff a longer period to see <br />279 violations and the possibility of suspension, which gives the City more control. <br />280 <br />281 Councilmember Groff pointed out under the recommendation by staff, under the <br />282 suspension it was 180 days for the first violation and 365 days for the second vio- <br />283 lation. He thought that would be a very substantial suspension and change their <br />284 way of handling things. He noted staff did a good job of consolidating information <br />285 the Council spoke about during the October meeting and narrowed it down to a few <br />286 things to discuss. He indicated he was open to other Council opinions regarding <br />287 the number of rental days. <br />288 <br />289 Councilmember Willmus thought the simpler the City keeps this, the better. Not <br />290 only for the property owners and users but for the City’s ability to enforce. He <br />291 would be open to considering the seasonal component and a longer prohibition on <br />292 the number of days during the summer months, which makes sense to him versus <br />293 the winter months. Hestatedhe is looking to tighten the violation schedule and a <br />294 longer minimum stay. <br />295 <br />296 Councilmember Strahan explained she would be in support of seasonal ten-day <br />stst <br />297 rentals in the summertimeor May 1to October 1and a shorter period of time in <br />298 the off season. She statedthe Council cannot forget that many of the complaints <br />299 have come from residents living on GluekLane, so a person does not need to be on <br />300 the lake to experience problems. She would also be in support of a shorter window <br />301 like three violations in 90 days. <br />302 <br />303 Councilmember Etten thought other issues werea cap on total number of licenses <br />304 and enforcement. He noted the more things staff has to track will make it harder <br />305 for staff to enforce. On the point of two violations, there is still the ability of the <br />306 owner to come back to the Council for discussion and it leaves the option for the <br />307 owner to appeal to the Council while gettingto the point of suspension more <br />308 quickly to help address concerns. <br />309 <br />310 Mayor Roe thought the Council was zeroing in on the season and he liked the <br />stst <br />311 timeframe of May 1to October 1. The timeframe for the summer rental period <br />312 sounded like it was 10 to 15 days, depending on who was talking and maybe the <br />313 rental period would be seven to eight days during the off-seasontime. He also <br />314 thought two violations within 180 days was what the Council could agree on for <br />315 the first suspension and no limit on the number of licenses. <br />316 <br /> <br />
