Attachment A <br />Regular City Council Meeting <br />Monday, January 11, 2021 <br />Page 20 <br />851 which is a legal product, seems to be a fair, compromised position, from the point <br />852 of view of both addressing the health issue and more broad general availability as <br />853 well as addressing the equity issue of the wintergreen, mint, and menthol sales at <br />854 other types of licensees. He thought that by not extending that exemption to con- <br />855 venience stores, not extending it to liquor stores, by not extending it to any other <br />856 type of licensee, that goes a long way towards addressing the equity issue and lim- <br />857 iting it to the four tobacco licensees that get 90 percent or more revenue from to- <br />858 bacco products. He stated it seems to be a reasonable middle position, which is why <br />859 he made the motion to amend, especially to get discussion on the motion. <br />860 <br />861 Councilmember Willmus thought this would be a significant step in the right direc- <br />862 tion and provides an opportunity to further regulate and control availability. It is <br />863 certainly something where if they determine that in the City of Roseville there is an <br />864 ongoing issue or they are having trouble with it, he would not be opposed to revis- <br />865 iting it again. From some of those aspects, this made sense to him. He still fully <br />866 understood Councilmembers GroffÓs and StrahanÓs position with a strict outright <br />867 prohibition, but for him this is more of a next logical step to implement, put this in <br />868 place, and see how that is working for them. <br />869 <br />870 Councilmember Strahan asked Mr. Trudgeon, in reviewing all of the logs (peti- <br />871 tions) from the tobacco-only shops, easily 50 percent of the people signing those <br />872 did not live in Roseville. They lived in adjacent areas, some quite far from Roseville <br />873 and obviously it is a matter of convenience, but she asked if he could address the <br />874 policies of Falcon Heights, Lauderdale, and St. Paul and what items are allowed to <br />875 be sold in 21+ shops and if those cities have banned flavored tobacco across the <br />876 board. <br />877 <br />878 Mr. Trudgeon explained it is his understanding that the cities of St. Paul, Minneap- <br />879 olis, and Falcon Heights do allow for the sale of flavored tobacco in over age 21 <br />880 stores. That would be tobacco shops, but he was not sure about the liquor stores. <br />881 <br />882 Mayor Roe believed the cities of St. Paul and Minneapolis do allow mint, menthol, <br />883 and wintergreen sales at liquor stores, but the liquor stores do have to limit entry to <br />884 people over 21. <br />885 <br />886 Councilmember Strahan questioned as Lauderdale is exploring a more stringent <br />887 restriction, what the city is proposing lifting and also if Shoreview is exploring be- <br />888 ing more restricting as well. She wondered what path Shoreview is going from and <br />889 to. She is concerned with the great number of people who are seeking their sales <br />890 in Roseville. She did not want to be offering something that no one else is and if <br />891 the CityÓs goal is to truly be related to public health, then if the City is the supplier, <br />892 she did not know that the buck stops with the City. She stated they need to find a <br />893 way to be more restrictive and actually do some measure of good. <br />894 <br /> <br />
