The $515 was calculated as follows using 80$70/hour for staff time, which include wages, benefits and equipment: 81 $70/hour/officer x 2 officers x 2 hours = $280 + $70/hour/CD staff = $70 + $100 base fee + $65 Accela 82 processing = $515 83 Staff expects a $515 license fee would cover staff costs when averaged across all licenses issued. Staff 84 would also note that we would expect approximately five Short-Term Rental Licenses as that is the 85 number of Rental Registrations that have disclosed they engage in short-term rentals (we started asking 86 a year and a half ago at the request of the County). Staff has also included a “failure to renew” fee, 87 and “administrative fine” fee, and an “appeal” fee. 88 Lastly, staff has provided an Ordinance as Attachment C, which allows for a summary publication in 89 lieu of publishing the entire ordinances, saving substantial publishing costs. This Ordinance requires th 90 4/5 vote of the Council. 91 S TAFF R ECOMMENDATION 92 Review the ordinances and summary publication provided in Attachments A – C. If the ordinances 93 and summary publication are acceptable, make a motion to adopt the ordinances. 94 R EQUESTED C OUNCIL A CTION 95 Adopt the ordinances provided in Attachments A and B amending Chapter 907, Rental Registration 96 and creating a new Chapter 909, Short-Term Rental Licensing, and 97 Adopt the Ordinance provided in Attachment C allowing for a summary publication.
