ATTACHMENT A <br />1 ORDINANCE NO.___ <br />2 <br />3 AN ORDINANCE AMENDING CHAPTER 907, <br />4 REGISTRATION OF RESIDENTIAL RENTAL PROPERTY OF 1 TO 4 UNITS, <br />5 OF THE ROSEVILLE CITY CODE PERTAINING TO SUSPENSION AND <br />6 REVOCATION REQUIREMENTS OF RENTAL REGISTRATIONS <br />7 <br />8 The City Council of the City of Roseville does ordain: <br />9 <br />10 Section One. Definitions Amended. A definition of Short-Term Rental is added to distinguish <br />11 between rentals that require registration and rentals that are prohibited and/or require a license. <br />12 907.02:DEFINITIONS: <br />13 H.Short-Term Rental: A non-owner-occupied dwelling unit rented for a period of thirty (30) <br />14 consecutive daysor less. Rentals for seven (7) consecutive days or less are prohibited <br />stst <br />15 between October 1 and May 1 and rentals for ten (10) consecutive days or less are <br />stst <br />16 prohibited between May 1 and October 1. The use of recreational vehicles, campers or <br />17 other similar vehicles as rentals shall be prohibited. Short-term rentals are governed by <br />18 Chapter 909, requiring a license. <br />19 I.Unit: All or a portion of a residential rental property that is arranged, designed, used, or <br />20 intended to be used as separate living quarters and which is leased to an individual or group. <br />21 <br />22 Section Two. Exemptions Amended. Additional exemptions are added to reflect circumstances <br />23 under which a rental is not required to obtain a registration. <br />24 <br />25 907.08 EXEMPTIONS: <br />26 <br />27 A.All owners of residential rental properties are required to register their properties according to <br />28 Section 907.06, however, the following property owners are exempt from the registration fee <br />29 and the requirement to post a registration certificate: <br />30 1.Owners of residential rental properties where all renters residing in the rental <br />31 property are related to the owner as a parent, child, sibling, grandparent, <br />32 grandchild, step-parent, step-child, step-grandparent, or step-grandchild and the <br />33 owner or agent affirms in the registration that each ofthe renters is one of these <br />34 relations. <br />35 2.Owners of residential rental property licensed by the State of Minnesota as a <br />36 group home and used as such. The owner or agent must provide the current <br />37 license number on the registration form. <br />38 B.Rentals that are owner-occupied during the duration of the rental period. <br />39 C.Rentals that are licensed under Chapter 909 shall not be required to obtain a registration <br />40 under this Chapter. <br />41 D.Accessory Dwelling Units permitted under Title 10, Zoning, of the City Code when said <br />42 Accessory Dwelling Unit is not detached from the principal dwelling unit. <br />43 E.In all cases, an owner must notify the City in writing within 30 days if an exemption, as <br />44 described in this Chapter, is no longer applicable.
