REQUEST FOR COUNCIL ACTION
Date: February 22, 2021
Item No.: 7.d
Department Approval City Manager Approval

Item Description: Consider Issuing Request for Proposals for Recycling Services in Roseville
Page 1 of 2
BACKGROUND 1
In October of 2016, the City entered into an Agreement for Comprehensive Recycling Services with 2
the Neighborhood Recycling Corporation, d.b.a. Eureka Recycling, for the years of 2017-2021. That 3
contract expires on December 31, 2021. 4
City staff have been working on updating the Request for Proposals (RFP) used in 2016 in order to 5
solicit proposals for recycling services beyond 2021. As part of this process, we have made 6
presentations to the Public Works, Environment and Transportation Commission (PWETC), 7
solicited their feedback, and have modified the RFP per their direction. 8
Attached to this RCA are several background documents including: 9
• Draft Request for Proposals for 2021 and beyond. 10
• Draft Minutes from January 2021 PWETC meeting. 11
• Current Agreement with Eureka Recycling. 12
• Request for Proposals issued in 2016. 13
Some of the key components and options in the proposed RFP are as follows: 14
• Cart Ownership – City vs Contractor owned (currently contractor owned). A 2016 memo 15
from Foth Environmental is attached. Staff at Foth confirmed that the 2016 memo is 16
accurate and applicable for our 2021 discussion and consideration. 17
• Weekly vs Bi-Weekly Service (currently bi-weekly). 18
• Revenue Share – contractor will be able to provide a price with or without revenue share 19
(currently 80% Revenue Share). 20
• Term of contract – Minimum term 3.5 years. The contractor will also provide pricing for two 21
one-year extension options, as well as a 5.5 year term with two one-year extension options. 22
The additional half year term will allow the city to do any needed cart swaps in the 23
spring/summer versus our current schedule of cart swaps in winter. (Currently in year 5 of a 24
5-year contract.) 25
• Organics Collection – contractor will provide details of a proposed method and cost for 26
collecting organics. Staff recognizes that the market may not be mature enough to offer 27
organics recycling now, but this could change during the term of the new contract. 28
