The cost 33
per unit per month that the city pays for servicing is $2.56, which has been on a steady 2% increase 34
per year for the last 7 years. The cost for processing the material at the Material Recovery Facility is 35
$58/ton. The total cost of recycling services in 2020 was $525,576 ($475,440 base collection + 36
$50,136 in revenue share payments). In talking to market and industry experts, Roseville should be 37
prepared for an increase in both prices exceeding the normal cost adjustment of inflation. The price 38
increase is partially due to the commodities market, increased costs for processing, increased labor 39
costs, etc. 40
POLICY OBJECTIVE 41
Chapter 403 of the City Code establishes a system of curbside recycling as a public utility for 42
Residential Dwellings and Multi-Family Complexes in the City. In order to meet the goals and 43
requirements of this Chapter, the City must contract with a private contractor for the collection of 44
recyclable materials. 45
BUDGET IMPLICATIONS 46
The City has established a Recycling Fee that all residential properties pay. This fee is analyzed 47
annually in order to fund the recycling pick-up service. This fee will be adjusted as a result of the 48
final cost for recycling services as provided by the selected contractor. 49
STAFF RECOMMENDATION 50
Staff recommends that the City Council receive the staff presentation on the Recycling Request for 51
Proposals (RFP), provide input for the final RFP, and approve the RFP for advertisement. 52
REQUESTED COUNCIL ACTION 53
Receive the staff presentation on the Recycling Request for Proposals (RFP), provide input for the 54
final RFP, and approve the RFP for advertisement. 55
Prepared by: Ryan Johnson, Environmental Manager
Attachments: A: 2021 DRAFT RFP Redlined
B: 2021 DRAFT RFP Clean
C: 2021 DRAFT Contract
D: Current Recycling Services Agreement
E: 2016 Foth Memo on Cart Ownership
F: 2016 RFP
G: 2021 Council RFP Discussion
H: Public Works, Environment and Transportation Commission January 26, 2021 Draft Meeting
Minutes
I: Presentation
