7b RCA UPDATED <br />Page 12 of 13 <br />REQUESTED COUNCIL ACTIONS 436 <br />Pursuant to the recommendation of the Planning Commission: 437 <br />A. Adopt a resolution approving the requested Comprehensive Plan Land Use Map Change from 438 <br />Low-Density Residential to Medium-Density Residential at 196 S McCarrons Boulevard, based 439 <br />on the content of this RCA, public input, and City Council deliberation regarding the goals and 440 <br />strategies of the 2040 Comprehensive Plan, the 2018 Comprhensive Housing Needs Analysis, 441 <br />the City Council’s Policy Priority Plan related to housing, and the Rice-Larpenteur Vision Plan, 442 <br />as well as the proposed housing style and overall development density reflected by the associated 443 <br />preliminary plat. 444 <br />B. Pass an ordinance approving the requested Zoning Map Change from Low-Density Residential 1 445 <br />to Medium-Density Residential for 196 S McCarrons Boulevard, based on the content of this 446 <br />RCA, public input, and City Council deliberation, in order to ensure that the zoning map remains 447 <br />consistent with the guidance and intent of the Comprehensive Plan. 448 <br />C. Adopt a resolution approving the proposed The Enclave at McCarrons Lake Preliminary Plat and 449 <br />the associated Subdivision Variance, based on the content of this RCA, public input, and City 450 <br />Council deliberation, with the following conditions: 451 <br />1. A fire hydrant shall be installed near the end of the cul-de-sac street, as shown on the 452 <br />proposed plans. 453 <br />2. Pursuant to the memo from Public Works staff in Attachment E of this RPCA, the applicant 454 <br />shall: 455 <br />d. Dedicate the easments and additional public right-of-way as specified by the City 456 <br />Engineer. 457 <br />e. Enter into a Public Improvement Contract regarding the construction of public 458 <br />infrastructure. 459 <br />f. Establish a homeowner’s association for the maintenance of the private street, utilities, 460 <br />and storm water management BMPs. 461 <br />3. In accordance with the recommendation of the Parks and Recreation Commission, the 462 <br />applicant shall dedicate cash in lieu of park land in the amount of $72,250 prior to filing the 463 <br />plat at Ramsey County with the caveat that the Marion Street Greenway trail connection also 464 <br />be included as part of the Public Improvement Contract. 465 <br />4. The developer shall increase the number of trees planted between Lot 1 and Galtier Street 466 <br />thereby improving the screening in that location and partially recreating the current natural 467 <br />conditions in that location. The number and location shall be maximized to the extent 468 <br />practical, while ensuring survivability, based upon recommendations of the city’s consulting 469 <br />forester. 470 <br />D. Adopt a resolution approving the requested zoning variance to allow the homes on proposed Lots 471 <br />2 – 16 and 18-20 of The Enclave at McCarrons Lake plat to be built with a zero setback on one 472 <br />side property line, based on the content of this RCA, public input, and City Council deliberation 473 <br />with the following conditions: 474 <br />a. The side yards opposite a zero side yard setback shall have setbacks at least 10 feet in 475 <br />width; 476 <br />b. The homeowners’ association shall prohibit new structures and additions to the principal 477 <br />structures that reduce such a side yard setback to less than 10 feet. 478
