7b RCA UPDATED
c. For all zero-setback homes, the developer shall record easements on the abutting lots 479
providing homeowners access to those lots to allow proper maintenance of their homes. 480
E. Adopt a resolution approving the proposed controlled access as a Conditional Use, based on the 481
content of this RCA, public input, and City Council deliberation. 482
ALTERNATIVE ACTIONS 483
A. Pass a motion to table the one or more of the requests for future action. An action to table 484
consideration of one or more of the requests must be based on the need for additional 485
information or further analysis to make a recommendation. Tabling beyond March 8, 2021, may 486
require an extension of the action deadlines mandated in Minnesota Statute to avoid statutory 487
approval. 488
B. Adopt a resolution to deny the proposed Comprehensive Plan Land Use Map Change, 489
Zoning Map Change, Preliminary Plat, Subdivision Variance, Zoning Variance, and/or 490
Conditional Use. Recommendations of denial should be supported by specific findings of fact 491
based on the City Council’s review of the application, applicable zoning or subdivision 492
regulations, and the public record. Denial of the comprehensive plan land use map change 493
necessitates the subsequent denial of the remaining components of the application, which cannot 494
be approved as proposed without the comprehensive plan change. 495
Prepared by Senior Planner Bryan Lloyd 496
Attachments: A: Area map
B: Aerial photo
C: Proposed plans and applicant
comments

D: Open house feedback, public comment, and draft
2/3/2021 Planning Commission meeting minutes
E: PPP and comments from DRC
F: Draft approval documents
