REQUEST FOR COUNCIL ACTION <br />Date: February 22, 2021 <br />Item No.: 7.d <br />Department ApprovalCity Manager Approval <br />Item Description:Consider Issuing Request for Proposals for Recycling Services in Roseville <br />1 B ACKGROUND <br />2 In October of 2016, the City entered into an Agreement for Comprehensive Recycling Services with <br />3 the Neighborhood Recycling Corporation, d.b.a. Eureka Recycling, for the years of 2017-2021. That <br />4 contract expires on December 31, 2021. <br />5 City staff have been working on updating the Request for Proposals (RFP) used in 2016 in order to <br />6 solicit proposals for recycling services beyond 2021. As part of this process, we have made <br />7 presentations to the Public Works, Environment and Transportation Commission (PWETC), <br />8 solicited their feedback, and have modified the RFP per their direction. <br />9 Attached to this RCA are several background documents including: <br />10 Draft Request for Proposals for 2021 and beyond. <br />11 Draft Minutes from January 2021 PWETC meeting. <br />12 Current Agreement with Eureka Recycling. <br />13 Request for Proposals issued in 2016. <br />14 Some of the key components and options in the proposed RFP are as follows: <br />15 Cart Ownership –City vs Contractor owned (currently contractor owned). A 2016 memo <br />16 from Foth Environmental is attached. Staff at Foth confirmed that the 2016 memo is <br />17 accurate and applicable for our 2021 discussion and consideration. <br />18 Weekly vs Bi-Weekly Service (currently bi-weekly). <br />19 Revenue Share –contractor will be able to provide a price with or without revenue share <br />20(currently 80% Revenue Share). <br />21 Term of contract –Minimum term 3.5 years. The contractor will also provide pricing for two <br />22 one-year extension options, as well as a 5.5year term with two one-year extension options. <br />23 The additional half year term will allow the city to do any needed cart swaps in the <br />24 spring/summer versus our current schedule of cart swaps in winter. (Currently in year 5 of a <br />25 5-year contract.) <br />26 Organics Collection –contractor will provide details of a proposed method and cost for <br />27 collecting organics. Staff recognizes that the market may not be mature enough to offer <br />28 organics recycling now, but this could change during the term of the new contract. <br />Page 1of 2 <br /> <br />
