29 Diversity, Equity, & Inclusion (DEI) –staff added a section towards Diversity, Equity & <br />30 Inclusion as part of the RFP, and also created a value in the scoring section. <br />31 Zero Waste Event staffing – the contractor will be required to provide staff at all City Zero Waste <br />32 Events including Earth Day, Taste of Rosefest, Run for the Roses, and the Wild Rice Festival. <br />33 The City of Roseville currently has very favorable pricing for collection and processing. The cost <br />34 per unit per month that the city pays for servicing is $2.56, which has been on a steady 2% increase <br />35 per year for the last 7 years. The cost for processing the material at the Material Recovery Facility is <br />36 $58/ton. The total cost of recycling services in 2020 was $525,576 ($475,440 base collection + <br />37 $50,136 in revenue share payments). In talking to market and industry experts, Roseville should be <br />38 prepared for an increase in both prices exceeding the normal cost adjustment of inflation. The price <br />39 increase is partially due to the commodities market, increased costs for processing, increased labor <br />40 costs, etc. <br />41 P OLICY O BJECTIVE <br />42 Chapter 403 of the City Code establishes a system of curbside recycling as a public utility for <br />43 Residential Dwellings and Multi-Family Complexes in the City. In order to meet the goals and <br />44 requirements of this Chapter, the City must contract with a private contractor for the collection of <br />45 recyclable materials. <br />46 B UDGET I MPLICATIONS <br />47 The City has established a Recycling Fee that all residential properties pay. This fee is analyzed <br />48 annually in order to fund the recycling pick-up service.
