394 as well as the proposed housing style and overall development density reflected by the associated <br />395 preliminary plat. <br />396 B.Pass an ordinance approving the requested Zoning Map Change from Low-Density Residential 1 <br />397 to Medium-Density Residentialfor 196 S McCarrons Boulevard,based on the content of this <br />398 RCA, public input, and City Council deliberation, in order to ensure that the zoning map remains <br />399 consistent with the guidance and intent of the Comprehensive Plan. This ordinance will not take <br />400 effect until it is published following the Metropolitan Council’s administrative approval of the <br />401 Comprehensive Plan Land Use Map Change. <br />402 C.Adopt a resolution approving the proposed Preliminary Plat of The Enclave at McCarrons Lake <br />403 and the associated Subdivision Variance, based on the content of this RCA, public input, and <br />404 City Council deliberation, with the following conditions: <br />405 1. A fire hydrant shall be installed near the end of the cul-de-sac street, as shown on the <br />406 proposed plans. <br />407 2. Pursuant to the memo from Public Works staff in Attachment E of this RPCA, the applicant <br />408 shall: <br />409 a. Dedicate the easments and additional public right-of-way as specified by the City <br />410 Engineer. <br />411 b. Enter into a Public Improvement Contract regarding the construction of public <br />412 infrastructure. <br />413 c. Establish a homeowner’s association for the maintenance of the private street, utilities, <br />414 and storm water management BMPs. <br />415 3. In accordance with the recommendation of the Parks and Recreation Commission, the <br />416 applicant shall dedicate cash in lieu of park land in the amount of $72,250 prior to filing the <br />417 plat at Ramsey County with the caveat that the Marion Street Greenway trail connectionalso <br />418 be included as part of the Public Improvement Contract. <br />419 4. The developer shall increase the number of trees planted between Lot 1 and Galtier Street <br />420 thereby improving the screening in that location and partially recreating the current natural <br />421 conditions in that location. The number and location shall be maximized to the extent <br />422 practical, while ensuring survivability, based upon recommendations of the city’s consulting <br />423 forester. <br />424 D. Adopt a resolution approving the requested zoning variance to allow the homes on proposed Lots <br />425 2 – 16 and 18-20 of The Enclave at McCarrons Lake plat to be built with a zero setback on one <br />426 side property line, based on the content of this RCA, public input, and City Council deliberation <br />427 with the following conditions: <br />428 a. The side yards opposite a zero side yard setback shall have setbacks at least 10 feet in <br />429 width; <br />430 b. The homeowners’ association shall prohibit new structures and additions to the principal <br />431 structures that reduce such a side yard setback to less than 10 feet. <br />432 c.
