Attachment A
Regular City Council Meeting
Monday, January 4, 2021
Page 16
Councilmember Willmus indicated where he would start, is to reflect and look in-
ward. He wondered if there are things glaringly missing here or are there things
that the City has had great success with that, maybe fall off or looked at a little
differently. He thought as a core, these priorities are still very valid and are a work
in progress. He would look for a little feedback that way.

Councilmember Etten explained there was substantial discussion the last time about
how to engage the community and how much to engage the public. The Council
always has public comment as a part of the meeting and maybe this could be in-
cluded in the City newsletter as they start zeroing in.

Councilmember Groff thought it would help to have input at some point from the
public. From his experience, he thinks Roseville has changed since the Council did
the visioning in 2006. There are a lot of new residents that have moved to the city
and he thought that at some point, it might be beneficial to get community input.
What he is hearing is the environment and sustainability would be much higher on
the list then economic development. He would like more community input, but he
does not know what that would look like.

Councilmember Strahan stated when she looked at this list, the way it is written
does not seem very much about the people. She commented that she just finished a
cycle of campaigning, at that level it is always about the people. So, the environ-
mental sustainability is somewhat removed from the people of Roseville and how
they can impact that. There seems to be a great will of people of interest have sig-
nificant environment impact and a very large priority. She wondered how it would
involve people and how could the community be drawn in. Those did not seem to
involve the people of the City of Roseville in the policy. Even the housing can be
somewhat removed as well. She wanted to make sure that the City does not remove
the people from the policies.

Mayor Roe thought that is one of the things that needs to be made clear about the
document. This is primarily a document that says how the City Council and the
staff of the City are going to be spending their time over the next period and where
they are not spending their time. The notion being is that, for instance, there was a
pretty good discussion last time around about whether there is some kind of priority
activity related to public safety and everyone on the Council and staff that partici-
pated came to the conclusion that those things are ongoing and do not rise to the
level of something the City wants to put in this document. These are the things the
Council wants to be focusing on and he thought this is a document to guide the
work that the staff and Council do over a period of time and is informed by the most
recent Comprehensive Plan update, land use, and housing and also environmental
sustainability. There are other policy documents to guide the Council as well.

Mayor Roe asked where the Council wants to go from here and should there be a
more comprehensive discussion. He suggested the Council do a deeper dive into
