<br />REQUEST FOR COUNCIL ACTION <br />Date: March 22, 2021 <br />Item No.: 9.e <br />Department Approval City Manager Approval <br />Item Description: Approve Resolution Awarding Contract for RCD 4 Storm Sewer & Twin <br />Lakes Trail Improvements <br />1 B ACKGROUND <br />2 Over the last year, City staff has been working with the Rice Creek Watershed District (RCWD) to <br />3 develop plans to convert Ramsey County Ditch 4 (RCD 4) to a piped system. The existing ditch, <br />4 located between Fairview Avenue and Lincoln Drive, runs from County Road C up to Terrace Drive. <br />5 Staff was motivated to request this collaboration due to the extensive redevelopment adjacent to <br />6 RCD 4 with the Twin Lakes Station Plat as well as the redevelopment of 2700 and 2720 Fairview <br />7 Avenue on the west side of RCD 4. The current ditch presents significant maintenance challenges, <br />8 experiences loss of drainage function due to erosion, thick vegetation and debris buildup in the open <br />9 channel, and delivers excess sediment downstream to Oasis Pond which reduces the pond’s overall <br />10 function as a stormwater storage device. Further, actual maintenance activities by the District would <br />11 have negatively impacted adjoining properties and would have required the implementation of a <br />12 wide easement area which would have resulted in a burden on these commercial properties. <br />13 On July 27, 2020 the City Council approved a Cooperative Agreement with RCWD for RCD 4. As <br />14 part of the agreement, RCWD’s engineer designed the storm sewer improvements which includes <br />15 replacing the ditch with an 84 inch pipe and other improvements. This agreement formalized a cost <br />16 participation which caps the District’s costs at$1.09 million with the City of Roseville responsible <br />17 for the balance of the remaining costs. The agreement also formalized the transfer of the ditch to the <br />18 City of Roseville, which the City now owns as of February 24, 2021. <br />19 Additionally, Community Development staff worked with the developer to identify a feature for the <br />20 adjacent properties that would benefit all current and future development adjacent to the ditch. To <br />21 that end, it was suggested that a trail be constructed on the top of the new pipe where the current <br />22 ditch is located. This would provide a linear park-like feature through the area and allow <br />23 connections between current and future developments across the current ditch area. In recognition <br />24 of that benefit, Community Development negotiated a contribution from the new development in the <br />25 area in the total amount of approximately $2 million. This amount will go towards the cost of <br />26 constructing the pipe, the trail itself and the landscaping along the trail corridor. <br />27 On September 28, 2020, Council approved entering into a Professional Service Agreement with <br />28 WSB for Twin Lakes Trail improvements. The Twin Lakes Trail plans were developed over the <br />29 RCD 4 Storm Sewer Plans to provide a trail connection from County Road C to Terrace Avenue. <br />30 The trail is a 10-foot-wide bituminous trail including lighting, trash receptacles, benches and <br />31 landscaping including trees. Additionally, trail connections will be made to the following adjacent <br />32 properties; one shared by 2700 and 2720 Fairview Avenue on the west side of RCD 4, one to the <br />33 commercial areas north of RCD 4, and three to the Oasis at Twin Lakes and the Harbor at Twin <br />Page 1 of 3 <br /> <br />
