34 Lakes sites within the Twin Lakes Station Plat. A future connection, north of Terrace Avenue into <br />35 Oasis Park, is still being studied and could be constructed in the future as a second phase. <br />36 Additional public engagement for this segment is being planned by the Parks Department later this <br />37 spring. <br />38 Further, staff recognized that the grading work on the redeveloped site would result in excess <br />39 material being hauled away at the expense of the developer. Working with the developer, excess <br />40 material from the site has been stockpiled for use as backfill for the RCD 4 storm sewer <br />41 improvements and base for the new Twin Lakes Trail.This has resulted in savings for both the <br />42 developer and the public project. <br />43 Roseville staff combinedthe two plan sets into one project contract. This project was sent out for <br />44 bids, and bids were opened on Monday, March 15, 2021. <br />45 Based on past practice and state law, the City Council has awarded the contract to the lowest <br />46 responsible bidder. For the RCD 4 Storm Sewer and Twin Lakes Trail Improvements bid, there <br />47 were two alternates bid. Alternate A was for 84” steel reinforced polyethylene (SRPE) and Alternate <br />48 B was for 84” reinforced concrete pipe (RCP). The bid was specified that the low bid would be <br />49 determined based on the low bid of “Base Bid + Alternate A” or “Base Bid + Alternate B”. The <br />50 apparent low bid is $2,421,324.80 as determined by “Base Bid + Alternate B” alternate.
