9 2. Pursuant to the memo from Public Works staff reviewed with the preliminary plat, the applicant <br />10 shall: <br />11 a. Dedicate the easments and additional public right-of-way as specified by the City <br />12 Engineer. <br />13 b. Enter into a Public Improvement Contract regarding the construction of public <br />14 infrastructure. <br />15 c. Establish a homeowner’s association for the maintenance of the private street, utilities, <br />16 and storm water management BMPs. <br />17 3. In accordance with the recommendation of the Parks and Recreation Commission, the applicant <br />18 shall dedicate cash in lieu of park land in the amount of $72,250 prior to filing the plat at Ramsey <br />19 Countywith the caveat that the Marion Street Greenway trail connection also be included as part <br />20 of the Public Improvement Contract. <br />21 4. The developer shall increase the number of trees planted between Lot 1 and Galtier Street <br />22 thereby improving the screening in that location and partially recreating the current natural <br />23 conditions in that location. The number and location shall be maximized to the extent practical, <br />24 while ensuring survivability, based upon recommendations of the City’s consulting forester. <br />25 An excerpt of the February 22 City Council meeting minutes and a copy City Council Resolution 11781 <br />26 are included with this RCA as Attachment B. <br />27 Final Plat <br />28 The proposed final plat, which is identical to the approved preliminary plat, is included with this RCA as <br />29 Attachment C. At the time this RCA was drafted, the Metropolitan Council had not yet completed its <br />30 review to approve the comprehensive plan amendment (CPA) for 196 S McCarrons Boulevard; an <br />31 approved final plat cannot be released to the applicant for filing before the Metropolitan Council <br />32 approves the CPA, but the current deadline for such action is April 5. <br />33 The Public Improvement Contract is the subject of a companion agenda item to be presented to Council <br />34 by the City Engineer. <br />35 Public Comment <br />36 As of the time this RCA was prepared, no additional comments from the public about the proposed plat <br />37 have been received by Planning Division staff. <br />38 P OLICY O BJECTIVE <br />39 <br />40 and retains a diverse mix of people, family types, economic statuses,ages,and so on. <br />41 Employ flexible zoning for property redevelopment to meet broader housing goals such as <br />42 density, open space, and lot size. <br />43 Explore opportunities to encourage smaller housing un <br />44 development (which could include propriate housing to reflect the population <br />45 demographics ofthe City), and opportunities to address the lack of housing in the “missing <br />46 <br />47 Approve final plat applications that are substantially the same as the approved preliminary plat. <br />7c RCA <br />Page 2 of 4 <br /> <br />
