REQUEST FOR COUNCIL ACTION
Date: January 24, 2022
Item No.: 10.b
Department Approval City Manager Approval
Item Description: Approve Resolution for Application to Ramsey County Community
Development Block Grant (CDBG)for the Marion Street Pathway Connection
–Phase 2
1 B ACKGROUND
2 In 2021, the City constructed Marion Street Pathway –Phase 1, which runs from South McCarrons
3 Boulevard to the north end of the Marion Street cul-de-sac near the Enclave at McCarrons
4 development. The Pathway Master Plan identifies another pathway for construction on Marion
5 Street, from the end of Phase 1 to Larpenteur Avenue. This segment will be referred to as Marion
6 Street Pathway – Phase 2. When completed, Phases 1 and 2 will provide off-street pathways for the
7 several multi-family housing units on Marion Street, to Unity Park and nearby Lake McCarrons
8 County Park.
9 F INANCIAL I MPACTS
10 The estimated the cost of Marion Street Pathway – Phase 2 is $293,000. Phase 1 of the Marion
11 Street pathway segment was funded with Ramsey County Community Development Block Grant
12 (CDBG) funds. Southeast Roseville still qualifies for using CDBG funds for public improvements,
13 as it benefits a Low-Moderate Income neighborhood. The City can apply for the CDBG funds,
14 which would finance Phase 2 of the pathway.
15 S TAFF R ECOMMENDATION
16 Staff recommends the City Council adopt a resolution of support for CDBG funds to finance the
17 construction of Marion Street Pathway – Phase 2.
18 R EQUESTED C OUNCIL A CTION
19 Motion to adopt the resolution of support for CDBG funds to finance the construction of Marion
20 Street Pathway – Phase 2.
Prepared by: Stephanie Smith, Assistant City Engineer
Attachments: A: Resolution
B: Project Map
