RCA Attachment E <br />I NTEROFFICE M EMORANDUM <br /> <br />Date:January 4, 2021 <br />To: Bryan Lloyd, Senior Planner <br />From: Jesse Freihammer, Roseville Public Works <br />RE: Victoria ShoresPreliminary Plat <br />The Public Works Department reviewed the proposed plans for the project noted above and offer <br />the following comments with regard to the project’s impact on City services and/or <br />infrastructure: <br />1.Site Plan <br />o Due to the minimal amount of lots created, the development did not meet the <br />threshold per City policy to conduct a traffic study. Atraffic study was not <br />conducted but some minor increase to traffic onVictoria Street and other nearby <br />roads is expected but will not create any significant issues. <br />o Pathway improvements on the east side of Victoria are shown. A public <br />improvementcontract will be required for these improvements. <br />o The City and the County are still evaluating if pathway improvements on the west <br />side of Victoria should also be required. An additional 10 foot pathway easement <br />behind the property line will be required. <br />2.Utilities <br />o Water <br />Watermain is available for connections <br />o Sanitary <br />Sanitary sewer main is available for connections. <br />Some of the connections are to a Met Council interceptor. A Met Council <br />Permit will be required. <br />o Storm Sewer <br />Storm sewer would be private. <br />Ramsey-Washington Metro Watershed District Permit Required <br />NPDES Permit Required <br />Site plan meets watershed district and city stormwater and wetland <br />requirements, including buffer setbacks. At a minimum, wetland buffer <br />signs will be requiredon the propertylines where the buffer intersects. <br />3.Ramsey County <br />o A County ROW permit will be required. <br />o The proposed plans meetthe County requirements. <br />Page 4 of 5 <br /> <br />
