REQUEST FOR COUNCIL ACTION <br />Date:January 31, 2022 <br />Item No.:7.a <br />Department Approval City Manager Approval <br />Item Description: Consider a Mayoral Proclamation of Local Emergency, City Council Extension of <br />Local Emergency, and Council Resolution for a Face Covering Mandate <br />1 B ACKGROUND <br />2 At the January 24, 2022 meeting, members of the City Council directed staff to bring forward a <br />3 resolution to require the wearing of masks indoors in areas accessible to the public to prevent the <br />4 spread of COVID. On July 21, 2020, Roseville adopted a resolution requiring that a face covering <br />5 be worn in indoor publically accessible areas throughout the city, with some exceptions. This <br />6 requirement was superseded once the State of Minnesota instituted a statewide masking requirement. <br />7 For the current consideration, staff has based the proposed 2022 resolution on the previous face <br />8 covering requirement that was implemented by the City in 2020. <br />9 <br />10 The spread of COVID-19 continues throughout the state and the United Stateseven with mitigation <br />11 efforts and vaccine availability. The spread of the COVID-19 omicron variant has resulted in a sharp <br />12 increase in positive cases for both vaccinated and unvaccinated persons. As of January 24, 2022, <br />13 Ramsey County is experiencing COVID test positivity rate of 21.5%. A positivity rate of 10% is <br />14 considered high transmission. Additionally, as of January 24, 2022, Ramsey County is experiencing <br />15 1,459 new COVID cases per week per 100,000 residents. A 100 or more cases per week per <br />16 100,000 residents is considered high transmission. <br />17 <br />18 In the past month, several Minnesota cities have adopted a mandatory face covering requirement. A <br />19 listing of those cities and length of its mandate is listed below. <br />20 <br />21 Minneapolis–In place until rescinded by the Mayor <br />22 Golden Valley – In place until rescinded by the City Council <br />23 Rochester-February 7, 2022 <br />24 Duluth – Expires February 12, 2022 <br />25 Hopkins – Expires February 13, 2022 <br />26 St. Paul – Expires February 15, 2022 <br />27 St. Louis Park – Expires February 22, 2022 <br />28 Minnetonka – Expires March 19, 2022 <br />29 <br />30 In order for the City Council to approve an immediate requirement that face coverings must be worn <br />31 in indoor publically accessible places, a local emergency must first be declared. (In the alternative, <br />32 the Council may enact an ordinance to that effect, but such action would be subject to statutory <br />33 posting requirements and waiting periods.) Mayor Roe has instructed staff to include a draft <br />34 declaration that he will consider signing after City Council discussion on requiring face coverings in <br />35 the city. (Attachment A). Once the Mayor declares a local emergency, the City Council must pass a <br />36 resolution to extend the local emergency beyond 3 days.
