Regular City Council Meeting <br />Monday, June 21, 2021 <br />Page 17 <br />City get their community experts or community elders who might be able to assist <br />them. <br />Roll Call <br />Ayes: Strahan, Groff, Willmus, Etten, and Roe. <br />Nays: None. <br />j.Receive Update on COVID-19 and Impact on City Operations <br />City Manager Patrick Trudgeon briefly highlighted this item as detailed in the Re <br />quest for Council Action and related attachments dated June 21, 2021. <br />Councilmember Willmus preferred to give people the hybrid or in person option <br />for meeting. He wanted to be somewhat flexible for people, depending on their <br />situation. <br />Councilmember Etten concurred and thought it would be nice that they are getting <br />to the point where the Council and Commissioners are ready to be together but yet <br />offer that option to the public if they are not ready or if there are other inconven <br />iences so they can still join the meeting via Zoom. <br />Councilmember Groff asked if the City would be able to do hybrid meetings indef <br />initely into the future or would this be just for the July 12th meeting. <br />Mayor Roe explained they would definitely be limited and specifically after the <br />July 12th meeting. Assuming the emergency is not extended, individual Coun <br />cilmembers could conceivably miss up to three meetings in the next sixty days by <br />their choice and can participate remotely but members of the public do not have <br />any restrictions one way or the other. <br />Councilmember Strahan felt if the Council makes a choice, then it should apply to <br />everyone. She thought Mr. Trudgeon was asking if the City Council was going to <br />meet in person on July 12th and then by doing so, as a Council, are they instructing <br />the rest of the Commissions to meet in person from there forward. <br />Mr. Trudgeon indicated that was correct. Regarding July 12th, if the Council wants <br />to meet in person or remain virtual, the middle ground is hybrid. When he talked <br />about the public participation that is moving forward, regardless, even if everyone <br />meets in the Council Chambers and the public is allowed without restrictions, they <br />still want that option to continue to allow people to connect virtually. He noted <br />there is still the ability to meet remotely on July 12th if the Council wants to do it <br />that way. <br />Councilmember Strahan indicated she was comfortable with meeting in person if <br />that is what the choice is. She thought the Council could meet in person with the <br />shields and the public being virtual.
