<br />1 Proposal Summary <br />2 In cooperation with Calvary Baptist Church, Centennial United Methodist Church, Church of Corpus <br />3 Christi, Grace Church of Roseville, New Life Presbyterian Church, Roseville Area High School, <br />4 Roseville Covenant Church, St. Christopher’s Episcopal Church, and St. Rose of Lima, the Minnesota <br />5 State Fair (MSF) seeks a five-year renewal of its Interim Use (IU) approval of nine park-and-ride <br />6 facilities for the 12-day Minnesota State Fair. The locations and bus circulation patterns for these <br />7 facilities are illustrated in the site/flow maps provided with this RCA as Attachment A. <br />8 Prior to the first IU approval in 2002, the MSF had operated park-and-ride facilities at certain sites in <br />9 Roseville for many years. In 2001, after receiving a few isolated complaints (mainly pertaining to one <br />10 site) the City determined that the park-and-ride facilities should be regulated as an interim use. The <br />11 subsequent approvals have been valid for 5-year periods, with a couple of intermediate approvals for <br />12 additional sites along the way. The most recent IU approval expired at the end of September 2021. <br />13 Park-and-ride facilities are operated by MSF in other locations in Roseville, in addition to the nine sites <br />14 identified in this request but, because those other locations are at places like shopping centers—where <br />15 park-and-ride lots are permitted uses—they donot require any special approvals. All nine of the park- <br />16 and-ride facilities subject to the current request are on church or school properties that are zoned <br />17 Institutional (INST) District. Permanent park-and-ride lots are allowed as conditional uses in the INST <br />18 District, but since MSF only operates its facilities during the 12 days of the annual state fair, they are <br />19 temporary in nature, and the IU process is the appropriate tool for regulating them. <br />20 Evolution of the State Fair’s IU <br />21 Upon granting the initial IU approval in 2002, the City Council directed the Planning Division to review <br />22 each site throughout the 12-day fair and provide a report regarding the inspections and whether any <br />23 complaints were received. The report found all sites to be in compliance with the stated conditions of the <br />24 approval and the Planning Division only received calls regarding overflow parking and parking in front <br />25 of mail boxes. <br />26 City staff generally has no issues with the nine park-and-ride facilities throughout the city and annually <br />27 receives very few calls concerning their operation, but overflow parking on public streets has increased <br />28 with the popularity of the park-and-ride lots over time. While on-street parking is not inherently <br />29 problematic, the increasing overflow parking generates increasing calls and emails to City staff <br />30 regarding vehicles that have been parked partially blocking driveways and mail boxes, or pertaining to <br />31 occasional noise issues. In response to these concerns the Public Works Department has installed “no <br />32 parking” signs along certain sections of roadways and that has reduced the number of calls in those <br />33 areas. <br />34 Nevertheless, processing these calls, mobilizing staff to install signs, and having police patrol park-and- <br />35 ride areas is burdensome on the City’s limited resources. For this reason, new conditions were added to <br />36 the 2017 IU renewal requiring MSF to have memoranda of understanding (MOU) with the Public Works <br />37 and Police Departments such that MSF would make annual payments to these departments to pay for <br />38 posting and maintaining temporary “no parking” signs and to pay for off-duty police officers to patrol <br />39 the park-and-ride areas and enforce the parking prohibitions.
