42 Review of IU Requirements <br />43 An applicant seeking approval of an IU or its renewal is required to hold an open house meeting to <br />44 inform the surrounding property owners, renters, and other interested attendees of the proposal, to <br />45 answer their questions, and to solicit their feedback. The MSF held four grouped open houses on the <br />46 following dates at the noted locations: <br />47 1. December 9, 2021, at Church of Corpus Christi and pertaining to that site as well as St. Rose of <br />48 Lima; <br />49 2.December 16, 2021, at Grace Church of Roseville and pertaining that location, Roseville Area <br />50 High School, and St. Christopher’s Episcopal Church; <br />51 3. December 14, 2021, at Roseville Covenant Church as pertaining to that location as well as <br />52 Centennial United Methodist Church; and <br />53 4. December 22, 2021, at Calvary Baptist Church and pertaining to that site as well as New Life <br />54 Presbyterian Church. <br />55 Each open house could be attended either in person at the specified locations or virtually. Despite the <br />56 approximately 2,150 invitations only a handful of individuals participated in the open houses or <br />57 otherwise called or emailed the MSF concerning specific park-and-ride facilities. The open house <br />58 summary is included as Attachment B. <br />59 For IU renewals as well as new applications, City Code §1009.03.D requires that three specific findings <br />60 must be made in order to approve a proposed interim use. These findings are: <br />61 a. The proposed use will not impose additional costs on the public if it is necessary for the public to <br />62 take the property in the future. This is generally intended to ensure that particular interim use <br />63 will not make the site costly to clean up if the City were to acquire the property for some purpose <br />64 in the future. In this case, the park-and-ride facilities are a temporary intensification of the use of <br />65 existing parking lots, which the Planning Commission found not to have any negative impacts on <br />66 the properties that would not occur from the normal use of the parking lots over the long term. <br />67 b. The proposed use will not create an excessive burden on parks, streets, and other public <br />68 facilities. Traffic on city streets has seen an increase in recent years as the popularity of the State <br />69 Fair and the park-and-ride facilities continues to rise, but the City has also received comments of <br />70 recognition that the short-term inconvenience is tolerable because of the great value of the park- <br />71 and-ride facilities. The occasional parking in front of mailboxes and slightly blocking driveways <br />72 is especially inconvenient for the people living along those streets, however, and the recent <br />73 interventions with signage and off-duty patrol officers appear to be helping. <br />74 c. The proposed use will not be injurious to the surrounding neighborhood or otherwise harm the <br />75 public health, safety, and general welfare.In the many years that the park-and-ride facilities <br />76 have operated Planning Division staff has received no reports of health or safety issues, but <br />77 limiting buses from staging in the right-of-way seems like an effective way to ensure traffic <br />78 safety as the sites grow more popular over time. Noise and trash are potential concerns, but have <br />79 not been problematic except at one particular location that is no longer included. Nevertheless, <br />80 the conditions of approval have been refined over the years to help to ensure that the other sites <br />81 continue to operate in a way that the neighboring property owners find acceptable. <br />82 Public Comment <br />83 The duly noticed public hearing for the IU renewal was held by the Planning Commission on February <br />84 2, 2022. One email supporting the approval was provided as a bench handout at that meeting, but no <br />85 other public testimony was given.
