This contract shall not affect any other <br />129 agreements the State Fair has with the Roseville Police Department relative to the State Fair. <br />130 12.The INTERIM USE approval shall expire at the end of September 2026. <br />131 R EQUESTED C OUNCIL A CTION <br />132 Adopt a resolution approving the five-year renewal of the Minnesota State Fair park-and-ride lots <br />133 as an Interim Use based on the content of this RCA, public input, and City Councildeliberation, with <br />134 the following conditions. <br />135 1. The hours of operation at each of the sites shall be limited from 7:00 a.m. to 12:30 am; <br />136 2. Each site shall have a minimum of one portable restroom that is cleaned on a regular basis (every <br />137 four days, at a minimum); <br />138 3.Each site shall have trash containers appropriately placed throughout the site to encourage use, <br />139 and each trash container shall be emptied daily; <br />140 4. Each site shall be monitored (walked by volunteer staff)hourly between the hours of 7:00 a.m. <br />141 and 7:00 p.m., and every half hour between the hours of 7:00 p.m. and midnight; <br />142 5. Each site is allowed directional signage and a “lot full” sign not exceeding 28 inches by 36 <br />143 inches, additional signage shall be placed on-site to direct users away from local residential <br />144 streets, and all signage and other pertinent information shall be taken down daily; <br />145 6. Bus traffic and loading/unloading locations shall substantially adhere to the circulation route <br />146 reviewed as part of the application and which is on file in the Community Development <br />147 Department; <br />148 7. The City has the ability, should certain altercations, events, or issues arise, to discontinue the use <br />149 of a lot if deemed necessary by the City Manager or their designee; <br />150 8. Community Development staff will administratively review park-and-ride locations, based on <br />151 citizen complaints, to determine whether operational modifications are necessary and will work <br />152 with site volunteers and Minnesota State Fair staff to resolve the issue; <br />153 9. Each site shall have a certificate of insurance with the Minnesota Risk Management Division for <br />154 liability; <br />155 10. The Minnesota State Fair shall enter into a MOU with the Roseville Public Works Department <br />156 for an annual payment to cover the Department’s posting and maintenance of temporary no <br />157 parking areas. Such MOU between both parties shall be in place and executed prior to the <br />158 beginning of the 2022 Minnesota State Fair and should be reviewed annually to determine <br />159 whether the annual fee should be adjusted to reflect changing costs and to determine what should <br />160 be done with unexpended funds; <br />161 11. The State Fair shall enter into a MOU with the Roseville Police Department for the annual 12- <br />162 day services of an off-duty officer. Such MOU between both parties shall be in place and <br />163 executed prior to the beginning of the 2022 Minnesota State Fair and should be reviewed <br />164 annually to determine whether the annual fee should be adjusted to reflect changing costs and to <br />165 determine what should be done with unexpended funds.
