87 are included as part of Attachment B.At the time this RCA was drafted, Planning Division staff have <br />88 not received any further comments from members of the public regarding this proposal. <br />89 P OLICY O BJECTIVE <br />90 Interim uses provide use of land, on a case-by-case basis with a defined end date, which might not <br />91 otherwise be deemed acceptable under the land uses otherwise designated in the Comprehensive Plan. <br />92 B UDGET I MPLICATIONS <br />93 Conditions of approval cover staff time and other City costs related to the park and ride lots. <br />94 S TAFF R ECOMMENDATION <br />95 Adopt a resolution approving the five-year renewal of the Minnesota State Fair park-and-ride lots <br />96 as an Interim Use based on the content of this RCA, public input, and City Councildeliberation, with <br />97 the following conditions. <br />98 1.The hours of operation at each of the sites shall be limited from 7:00 a.m. to 12:30 am; <br />99 2. Each site shall have a minimum of one portable restroom that is cleaned on a regular basis (every <br />100 four days, at a minimum); <br />101 3. Each site shall have trash containers appropriately placed throughout the site to encourage use, <br />102 and each trash container shall be emptied daily; <br />103 4. Each site shall be monitored (walked by volunteer staff) hourly between the hours of 7:00 a.m. <br />104 and 7:00 p.m., and every half hour between thehours of 7:00 p.m. and midnight; <br />105 5. Each site is allowed directional signage and a “lot full” sign not exceeding 28 inches by 36 <br />106 inches, additional signage shall be placed on-site to direct users away from local residential <br />107 streets, and all signage and other pertinent information shall be taken down daily; <br />108 6. Bus traffic and loading/unloading locations shall substantially adhere to the circulation route <br />109 reviewed as part of the application and which is on file in the Community Development <br />110 Department; <br />111 7. The City has the ability, should certain altercations, events, or issues arise, to discontinue the use <br />112 of a lot if deemed necessary by the City Manager or their designee; <br />113 8. Community Development staff will administratively review park-and-ride locations, based on <br />114 citizen complaints, to determine whether operational modifications are necessary and will work <br />115 with site volunteers and Minnesota State Fair staff to resolve the issue; <br />116 9. Each site shall have a certificate of insurance with the Minnesota Risk Management Division for <br />117 liability; <br />118 10. The Minnesota State Fair shall enter into a MOU with the Roseville Public Works Department <br />119 for an annual payment to cover the Department’s posting and maintenance of temporary no <br />120 parking areas. Such MOU between both parties shall be in placeand executed prior to the <br />121 beginning of the 2022 Minnesota State Fair and should be reviewed annually to determine <br />122 whether the annual fee should be adjusted to reflect changing costs and to determine what should <br />123 be done with unexpended funds; <br />124 11. The State Fair shall enter into a MOU with the Roseville Police Department for the annual 12- <br />125 day services of an off-duty officer. Such MOU between both parties shall be in place and <br />126 executed prior to the beginning of the 2022 Minnesota State Fair and should be reviewed <br />10d RCA.docx <br />Page 4 of 6 <br /> <br />
