RCA Attachment C <br />EXTRACT OF MINUTES OF MEETING OF THE <br />CITY COUNCIL OF THE CITY OF ROSEVILLE <br />1 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />2 Roseville, County of Ramsey, Minnesota, was held on the 28th day of February 2022 at 6:00 p.m. <br />3 The following Council Members were present: _________; <br />4 and _____ were absent. <br />5 Council Member _____ introduced the following resolution and moved its adoption: <br />6 RESOLUTION NO. ___ <br />7 A RESOLUTION APPROVING THE FIVE-YEAR RENEWAL OF NINE MINNESOTA STATE <br />8 FAIR PARK-AND-RIDE LOTS AS AN INTERIM USE (PF21-019) <br />9 WHEREAS, the Minnesota State Fair has submitted an application on behalf of the property <br />10 owners for renewal of the nine park-and-ride lots located at: <br />11 Calvary Baptist Church ........................... 2120 Lexington Avenue <br />12 Centennial United Methodist Church ...... 1524 County Road C2 <br />13 Church of Corpus Christi ........................ 2131 Fairview Avenue <br />14 Grace Church of Roseville ...................... 1310 County Road B2 <br />15 New Life Presbyterian Church ................ 965 Larpenteur Avenue <br />16 Roseville Area High School .................... 1240 County Road B2 <br />17 Roseville Covenant Church ..................... 2865 Hamline Avenue <br />18 St. Christopher’s Episcopal Church ........ 2300 Hamline Avenue <br />19 St. Rose of Lima ...................................... 2048 Hamline Avenue <br />20 WHEREAS, the Roseville Planning Commission held the duly noticed public hearing for this <br />21 Interim Use renewal request on February 2, 2022, and unanimously voted to recommend its approval; <br />22 NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to approve the five- <br />23 year renewal of the nine Minnesota State Fair park-and-ride lots as an Interim Use, based on the public <br />24 record and City Council deliberation, with the following conditions: <br />25 1. The hours of operation at each of the sites shall be limited from 7:00 a.m. to 12:30 am; <br />26 2. Each site shall have a minimum of one portable restroom that is cleaned on a regular basis (every <br />27 four days, at a minimum); <br />28 3. Each site shall have trash containers appropriately placed throughout the site to encourage use, <br />29 and each trash container shall be emptied daily; <br />30 4. Each site shall be monitored (walked by volunteer staff) hourly between the hours of 7:00 a.m. <br />31 and 7:00 p.m., and every half hour between the hours of 7:00 p.m. and midnight; <br />32 5. Each site is allowed directional signage and a “lot full” sign not exceeding 28 inches by 36 <br />33 inches, additional signage shall be placed on-site to direct users away from local residential <br />34 streets, and all signage and other pertinent information shall be taken down daily; <br />35 6. Bus traffic and loading/unloading locations shall substantially adhere to the circulation route <br />36 reviewed as part of the application and which is on file in the Community Development <br />37 Department; <br />Page 1 of 2 <br />Page 1 of 2 <br /> <br />
