RCA Attachment C EXTRACT OF MINUTES OF MEETING OF THE CITY COUNCIL OF THE CITY OF ROSEVILLE 1 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of 2 Roseville, County of Ramsey, Minnesota, was held on the 28th day of February 2022 at 6:00 p.m. 3 The following Council Members were present: _________; 4 and _____ were absent. 5 Council Member _____ introduced the following resolution and moved its adoption: 6 RESOLUTION NO. ___ 7 A RESOLUTION APPROVING THE FIVE-YEAR RENEWAL OF NINE MINNESOTA STATE 8 FAIR PARK-AND-RIDE LOTS AS AN INTERIM USE (PF21-019) 9 WHEREAS, the Minnesota State Fair has submitted an application on behalf of the property 10 owners for renewal of the nine park-and-ride lots located at: 11 Calvary Baptist Church ........................... 2120 Lexington Avenue 12 Centennial United Methodist Church ...... 1524 County Road C2 13 Church of Corpus Christi ........................ 2131 Fairview Avenue 14 Grace Church of Roseville ...................... 1310 County Road B2 15 New Life Presbyterian Church ................ 965 Larpenteur Avenue 16 Roseville Area High School .................... 1240 County Road B2 17 Roseville Covenant Church ..................... 2865 Hamline Avenue 18 St. Christopher’s Episcopal Church ........ 2300 Hamline Avenue 19 St. Rose of Lima ...................................... 2048 Hamline Avenue 20 WHEREAS, the Roseville Planning Commission held the duly noticed public hearing for this 21 Interim Use renewal request on February 2, 2022, and unanimously voted to recommend its approval; 22 NOW THEREFORE BE IT RESOLVED, by the Roseville City Council, to approve the five- 23 year renewal of the nine Minnesota State Fair park-and-ride lots as an Interim Use, based on the public 24 record and City Council deliberation, with the following conditions: 25 1. The hours of operation at each of the sites shall be limited from 7:00 a.m. to 12:30 am; 26 2. Each site shall have a minimum of one portable restroom that is cleaned on a regular basis (every 27 four days, at a minimum); 28 3. Each site shall have trash containers appropriately placed throughout the site to encourage use, 29 and each trash container shall be emptied daily; 30 4. Each site shall be monitored (walked by volunteer staff) hourly between the hours of 7:00 a.m. 31 and 7:00 p.m., and every half hour between the hours of 7:00 p.m. and midnight; 32 5. Each site is allowed directional signage and a “lot full” sign not exceeding 28 inches by 36 33 inches, additional signage shall be placed on-site to direct users away from local residential 34 streets, and all signage and other pertinent information shall be taken down daily; 35 6. Bus traffic and loading/unloading locations shall substantially adhere to the circulation route 36 reviewed as part of the application and which is on file in the Community Development 37 Department; Page 1 of 2 Page 1 of 2
