The City has the ability, should certain altercations, events, or issues arise, to discontinue the use <br />39 of a lot if deemed necessary by the City Manager or their designee; <br />40 8. Community Development staff will administratively review park-and-ride locations, based on <br />41 citizen complaints, to determine whether operational modifications are necessary and will work <br />42 with site volunteers and Minnesota State Fair staff to resolve the issue; <br />43 9. Each site shall have a certificate of insurance with the Minnesota Risk Management Division for <br />44 liability; <br />45 10. The Minnesota State Fair shall enter into a MOU with the Roseville Public Works Department <br />46 for an annual payment to cover the Department’s posting and maintenance of temporary no <br />47 parking areas. Such MOU between both parties shall be in place and executed prior to the <br />48 beginning of the 2022 Minnesota State Fair and should be reviewed annually to determine <br />49 whether the annual fee should be adjusted to reflect changing costs and to determine what should <br />50 be done with unexpended funds; <br />51 11. The State Fair shall enter into a MOU with the Roseville Police Department for the annual 12- <br />52 day services of an off-duty officer. Such MOU between both parties shall be in place and <br />53 executed prior to the beginning of the 2022 Minnesota State Fair and should be reviewed <br />54 annually to determine whether the annual fee should be adjusted to reflect changing costs and to <br />55 determine what should be done with unexpended funds. This contract shall not affect any other <br />56 agreements the State Fair has with the Roseville Police Department relative to the State Fair. <br />57 12.
