107 P UBLIC C OMMENT <br />108 As required for plats creating more than three lots, the applicant conducted an in-person and virtual <br />109 Open House on January 11, 2022. Prior to the meeting, the applicant received a phone call and follow- <br />110 up email concerning the Twin Lakes project (Attachment F). Also included with Attachment F is the <br />111 applicant’s response to the submitted email. No other persons attended the in-person or virtual <br />112 meeting. <br />113 R ECOMMENDED A CTIONS <br />th <br />114 By motion, recommend approval of the proposed Twin Lakes 4 Addition Preliminary Plat, based <br />115 on the content of this RPCA, public input, and Planning Commission deliberation, with the following <br />116 conditions: <br />117 1. Pursuant to the memo from Public Works staff in Attachment Dof this RPCA, the plat shall be <br />118 revised to incorporate the following: <br />119 a. The private road, known as Hershel Street, generally in the location shown on the Private Road <br />120 Site Plan shall be platted as an outlot or dedicated in a separate easement to be recorded with <br />121 the plat to prevent site improvements from being constructed over this area by individual lot <br />122 owners. <br />123 b. A 10-foot wide utility and drainage easement shall be dedicated along the east, west, and south <br />124 sides of the proposed plat. <br />125 2. In accordance with the recommendation of the Parks and Recreation Commission, the applicant <br />126 shall dedicate cash in lieu of park land in the amount of $431,120, to be paid prior to filing the plat <br />127 at Ramsey County. <br />128 A LTERNATIVE A CTIONS <br />129 a. Pass a motion to table the item for future action. An action to table must be tied to the need for <br />130 clarity, analysis, and/or information necessary to make a recommendation on the request. Tabling <br />131 may require the extension of the 60-day review deadline. <br />132 b. Pass a motion recommending denial of the proposal.
