72 implemented to provide a more seamless transfer of the private roadway to the City in the future,if <br />73 needed, and will help prevent site improvements from being constructed over this area by individual <br />74 lot owners. <br />75 2. A 10-foot wide Utility and Drainage Easement shall be provided along the east, west, and <br />76 south sides of the proposed plat. <br />th <br />77 The proposed plat of Twin Lakes 4Addition does not depict the easement described in this condition <br />78 and will have to be revised. <br />79 Storm Water Management <br />80 The City Engineer’s memo indicates the following: <br />81 Storm sewer would be private. <br />82 The storm water management for the site has been permitted by the City and the Watershed <br />83 district for general commercial development. This site plan meets the current permit <br />84 requirements. No additional storm sewer management is needed. <br />85 Based on the above, all storm water requirements for the plat have been met. <br />86 Tree Preservation <br />87 The tree preservation and replacement requirements in §1011.04 of the City Code provide a way to <br />88 quantify the amount of tree material being removed for a given project and to calculate the resulting <br />89 tree replacement obligation. However, this site only included three trees, which were located adjacent <br />90 to the 1755 County Road C building and were removed as a component of site preparation. The <br />91 proposed landscape plan will provide an abundance of greenery, including trees, to more than offset <br />92 the three removed trees. <br />93 Park Dedication <br />94 This subdivision proposal elicits the park dedication requirement based upon the revised park <br />95 dedication requirements adopted by the City Council via Ordinance 1601 on June 21, 2021. Park <br />96 dedication of commercial property is required at 10% of the fair market value or 10% land dedication, <br />97 or a combination thereof.As such, the City could accept a dedication of up to approximately .799 <br />98 acres of land (based on the requirement to dedicate up to 10% of the land of the 7.99-acre development <br />99 site) or a dedication of cash in lieu of land, or an equivalent combination of land and cash. <br />100 The Parks and Recreation Commission (PRC) reviewed the proposal at its meeting on January 4, 2022. <br />101 There was discussion of land dedication, but based upon the developer’s statement that there was not <br />102 sufficient space on the development for usable park land, theCommission recommended a dedication <br />103 of cash in lieu of land. Based on the fee of 10% of the fair market value to satisfy the park dedication <br />104 requirement, the dedication amount would be $431,120 (10% of the $4,311,200 Ramsey County <br />105 Estimated Market Value).
