Attachment A <br />155 e. Drive-through canopies and other structures, where present, shall be constructed from the <br />156 same materials as the primary building and with a similar level of architectural quality and <br />157 detailing. The proposed canopy is attached to the building and deemed an integral <br />158 component of the building. Its design incorporates the same architectural quality and <br />159 detailing as the Bank of America structure, utilizing a metal wrap of the canopy posts. This <br />160 proposal is deemed by staff to satisfy this requirement. <br />161 f. A 10-foot buffer area with screen planting and/or an opaque wall or fence between 6 and 8 <br />162 feet in height shall be required between the drive-through lane and any property line <br />163 adjoining a public street or residentially zoned property or property in residential use and <br />164 approved by the Community Development Department (Ord. 1443, 6-17-2013).The <br />165 Community Development Department has determined this drive-through lane does lie <br />166 adjacent to a public street and will require an opaque screen fence a minimum 6 feet in <br />167 height. The proposed plan submitted includes two sections of screen fencing, one at each of <br />168 the curves of the drive-lane adjacent to County Road C. Landscaping is proposed to augment <br />169 this screening. This proposal is deemed by staff to satisfy this requirement. <br />170 P LANNING D IVISION R ECOMMENDATION <br />171 The Planning Division recommends approval of the CU to allow a drive-through for Bank of <br />172 America at 1755 County Road C, based on the submitted site and development plans, subject to <br />173 the following condition: <br />174 a. The site, building, landscaping, and drive-through lane shall be constructed substantially <br />175 consistent with the plans submitted November 22, 2021, and provided as a component of the <br />176 report packet, unless otherwise revised to comply with Zoning Code standards. <br />177 S UGGESTED P LANNING C OMMISSION A CTION <br />178 By motion, recommend approval of a C ONDITIONAL USE for 1755 County Road C, allowing a <br />179 drive-through facility based on the comments, findings, and condition stated in this report. <br />180 A LTERNATIVE A CTIONS <br />181 a. Pass a motion to table the item for future action. An action to table must be tied to the need <br />182 for clarity, analysis, and/or information necessary to make a recommendation on the request. <br />183 b. Pass a motion recommending denial of the proposal.
