Public Works Director/City Engineer <br />RE:Traffic Impacts, Midland Legacy Estate, County Road B & Eustis <br />ProjectDescription <br />The development on the northeast corner of County Road B and Eustis is on two existing parcels. <br />The first is 5.03 acres and the second is 0.5 acres totaling 5.53 acres. The two parcels each have <br />a single-familyhome located on it. The large parcel also has a wetland that is approximately one <br />acre in size.The proposed development is 9 lots with one outlot which could be split into 3 <br />additional lots. This could potentially create a total of 12single family townhomes on the parcel. <br />This memo will document the historic, existing and proposed traffic related to the development. <br />Analysis <br />Historically, County Road B was open to traffic from TH 280 to Cleveland Avenue. The County <br />Road B Road access to TH 280 was closed in 2007resulting in all traffic in the neighborhood using <br />only Cleveland Avenue to access the neighborhood. County Road B was turned back from Ramsey <br />County and became a city street in 2014. Prior to the road closure at TH 280, traffic counts were <br />2,650 ADT (2005). After the road closure traffic on County Road B was 1,300 ADT (2009). <br />Current traffic counts on County Road B is 1350ADT as of 2021.Since this is an isolated <br />neighborhood with only one outlet the count is made very near Cleveland Avenue and should <br />reflect all traffic leaving the neighborhood. Traffic will tend to decrease farther west on County <br />Road B as there limited destinations for neighborhood vehicle traffic to drive to. <br />Traffic for single family homes istypically estimated at 9.57 trips per dayper unit. Based on these <br />standards, the new development is estimated to have a net increase of95trips per dayon County <br />Road B. This is an increase of about 7.0% over existing traffic but is still 45.5% less than when <br />County Road B was open to TH 280. <br /> <br />
