This proposed level of traffic is less than many other
residential roads that serve as collector streets. The following are a list of residential streets that
function similar to County Road B, west of Cleveland Avenue, with higher volumes of traffic.

Traffic Volumes on Residential Collector Streets, 2017 ADT's
Street NameStartEndADT
Dale StCounty Rd CS Owasso2900
Josephine HamlineVictoria2200
VictoriaLarpentuerRoselawn2100
RoselawnHamlineLexington2050
LydiaSnellingHamline1900
County Rd C2HamlineLexington1400
MinnesotaWesternRice1350
County Rd C2LexingtonVictoria1300
RoselawnDaleS McCarrpms1150
Proposed County BCul-de-sacCleveland1045

Proposed Removal of cul-de-sac at County Road B & Eustis
The proposed development would include the removal of the cul-de-sac at Eustis and County
Road B and replace this with a 90-degree curve in the roadway which would then terminate at
the north end of Eustis St in a cul-de-sac. The current cul-de-sac is a 100-foot diameter cul-de-sac
installed in 2010 after County Road B access to TH 280 was removed in 2007 due to the 35W
bridge collapse.

Staff is aware that some large trucks do on occasion drive down County Road B looking to access
TH 280 and some do use the cul-de-sac as a turn around. The intersection at Cleveland is posted
with two signs “No Outlet”. With the 2024 reconstruction planned for County Road B between
Eustis and Cleveland, staff is looking into designs to make the entrance to this neighborhood look
more residential and less like a former county road. Over time as maps and GPS units get updated
less truck traffic will also be directed down the road. With these measures in place there is no
need to maintain a large diameter cul-de-sac for stray vehicles into perpetuity. If this was a new
street, staff would not design for these types of vehicles in residential neighborhoods.
