Attachment E <br />Due to the residential nature of the entire neighborhood west of Cleveland that utilizes County <br />Road B, staff supports the removal of the cul-de-sac. A cul-de-sac at the end of Eustis street, 80 <br />feet in diameter, would still be in place allowing for turnaround of fire trucks, delivery trucks and <br />other smaller trucks typical of residential traffic. This sort of turnaround is similar to other turn <br />arounds in residential neighborhoods within the City. <br /> <br />Summary <br />The proposed development will increase existing traffic in the neighborhood slightly. County <br />Road B can handle the increase in traffic on the road way. The increased traffic levels are less <br />than historic peak traffic in the neighborhood and will be less than many similar residential <br />collector streets in Roseville. <br /> <br />The current pavement of County Road B was designed to handle County traffic loads and <br />volumes. The pavement condition is in need of repair, due to the age of the roadway. The City’s <br />capital improvement plan includes the entire segment of County Road B, west of Cleveland <br />Avenue. The current plan is for a reconstruction project schedule in 2024 which will address the <br />poor pavement condition of the roadway. Any reconstruction or reconditioning project will be <br />able to handle the current and projected traffic from this development. The reconstruction <br />project will potentially allow roadway design improvements to improve drainage, traffic calming <br />measures and other safety improvements, such as upgrades to the pedestrian/bicycle trail to be <br />implemented.
