66 Utilization of volunteers for planting events. <br />67 Utilization of this program as a learning and development opportunityfor young people who <br />68 are part of Tree Trust’s Career Pathways program. <br />69 An implementation method that removes trees based on condition, instead of removing all of <br />70 the ashtreesfrom an area at once. <br />71 Selection of replacement treesbased on the City’s Street Tree Master Plan, species diversity, <br />72 pest resilience and anticipated change to Minnesota’sclimate. <br />73 A 10% discount for ashtreeremoval for all Roseville residents during the term of this <br />74 agreement. <br />75 Tree Trust is a 501(c)3 organization whose mission is to “transform lives and landscapes by <br />76 engaging people to build skills for meaningful careers, inspiring people to plant trees, and making <br />77 our community a greener, healthier place to live.” This mission seems to closely align with the City <br />78 of Roseville’s commitment to community and youth engagement, volunteerism and equity. They <br />79 have extensive experience in tree removal, planting and community engagement. <br />80 In addition to the base bid information listed above, Tree Trust has offered three value added <br />81 options: <br />82 1. Conduct three public tree sales (one per year, with 150 trees for sale per year) in which <br />83 Roseville residents are eligible to buytrees at the subsidized cost of $40. The cost of this <br />84 value add is $41,527. <br />85 2. Acceptance of private funds that Tree Trust has received commitments for to help offset the <br />86 cost of the tree sales, for a credit of $36,000to the City. <br />87 3. Authorization of Tree Trust to conduct storage of tree debris and chipping at the Rosebrook <br />88 Park parking lot during the winter months (November to March) for a credit to the City of <br />89 $15,000.During this time period there will be some additional traffic to and from the park as <br />90 trees are hauled in to be stored. Staff and Tree Trust would work to notify the neighborhood <br />91 about the duration and impacts of the program, including additional noise that may occur <br />92 during the one week per year when chipping is occurring. <br />93 Staff recommends the inclusion of each of these value added optionsfor a net credit to the city of <br />94 $9,472, which would be prorated throughout the contract. <br />95 The base proposal cost of the recommended program is $1,409,473. Inclusion of the recommended <br />96 value adds would reducethe City cost to$1,400,001. <br />97 It is important to note that if someof the 238 ash treesthat are planned for treatment cannot be saved <br />98 due to their current condition, those trees would need to be removed. These additional removals <br />99 could increase the planned program cost byroughly $1,000 per tree (up to $238,000 if no ash trees <br />100 are in a condition to be treated). <br />101 When proposing this program, staff had envisioned a four-year implementation (through 2025). <br />102 However, due to the progression of EAB, Tree Trust has recommended and proposed a three-year <br />103 implementation plan, with the possibility of a few plantings occurring in early 2025. <br />104 <br />Page 3 of 5 <br /> <br />
