REQUEST FOR COUNCIL ACTION <br /> Date:February 28, 2022 <br /> Item No.: 7.a <br />Department Approval City Manager Approval <br /> <br />Item Description:Fire Department Advanced Life Support(ALS)First Response Presentation <br /> <br />1 B ACKGROUND <br />2 In November 2020 the Fire Department commencedan ALS First Response Committee consisting of <br />3 representation from the Roseville Fire Department, Regions EMS (ourMedical Director), and Allina <br />4 Medical Transportation. The role of this committee was to assess the benefits and impacts to the <br />5 community for the Fire Department to performAdvanced Life Support (ALS) first response at the <br />6 Paramedic-level. The Fire Department has been working towards program and service enhancements <br />7 related to ourPhase II staffing initiative that was implemented with additional staffing at the beginning <br />8 of 2021; the ALS first response service enhancement planhas been a part of the original Phase II <br />9 staffingstrategicplan that started in 2018. This service enhancement continues the Fire Department’s <br />10 approach towards innovative service and collaboration. <br />11 In September 2021 the Fire Department provided an update in regards to the progress made by the <br />12 Committee to Council. In that meeting, staff provided an overview of emergency medical services in <br />13 Roseville, the status of the Committee, and goals of the Committee with potential timelines as we <br />14 progressed forward. <br />15 The emphasis and focus of ALS first response is to enhance the current service level of emergency <br />16 medicalcare performed pre-hospital in the City of Roseville. This increase in service level will <br />17 improve emergent care in the City, save lives, and improve patient outcomes.The Fire Department will <br />18 continue to work with Allina Medical Transportation for transportation of patients to the hospital. <br />19 However, the ability to reduce the amount of time it takes for a paramedic level provider to arrive at an <br />20 emergency with advancedlife-saving procedures and medications will improve patient outcomes and <br />21 be a significant step forward in medical care to the community. <br />22 In 2021 the Fire Department responded to over 5,600 EMS-related calls; current 2022 data indicates we <br />23 will see a likely increase in emergency responses over 2021. The total number of emergency medical <br />24 incidents in which an ALS intervention would be utilized is difficult to predict due to several variables; <br />25 response time to the scene, medical signs and symptoms,ambulance arrival time, etc. However, the <br />26 enhancement of service level with this program will positively impact patient outcomes on nearly all <br />27 medical emergencies that are responded to. <br />28 The purpose of this presentation is to update Council with the committee’s recommendations, seek <br />29 feedback, and seek direction on the fire department implementing ALS first response.
