REQUEST FOR CITY COUNCIL ACTION <br /> Agenda Date: March 21, 2022 <br /> Agenda Item: 10.d <br />Department Approval City Manager Approval <br /> <br />Item Description: Adopt a Resolution approving a drive-through as a Conditional Use for <br />Driven Brands (Take 5 Car Wash), at 1701 County Road C (PF21-020) <br /> <br />1 B ACKGROUND <br />2 Launch Properties, owners of the Twin Lakes Station development have been working with <br />3 representatives of Driven Brands (Take 5 Car Wash) on a drive-through car wash for the eastern <br />4 portion of the subject property. A car wash, as a principal drive-through type facility, requires an <br />5 approved conditional use in the MU-2B zoning district that complies with City Code <br />6 requirements, including §1009.02.C and §1009.02.D.12. <br />7 P LANNING C OMMISSION A CTION <br />8 On March 2, 2022, the Roseville Planning Commission held the duly noticed public hearing on <br />9 the request by Driven Brands for a Conditional Use for the proposed Take 5 Car Wash drive- <br />10 through at Twin Lakes Station, 1701 County Road C (RPCA Attachment A). <br />11 At the hearing, no individuals were present to address the Commission either in person or <br />12 virtually, other than the applicant’s representative.However, Planning Commissioner McGehee <br />13 did have a comment for the Planning staff (Attachment B – PC Minutes). <br />14 Specifically, Commissioner McGehee thanked staff and the developer for putting the pathway <br />15 through. She appreciated that and wondered if there will be any landscaping along the parking <br />16 area. <br />17 Mr. Paschke explained currently theplans do not show landscaping in that area. He thought the <br />18 goal would be to put along the west property line if at all possible , but given the narrow spacing <br />19 between the sidewalk and the parking lot, the landscaping will most likely be required with the <br />20 adjacent development when it comes forward for review and approval. <br />21 The Planning Commission voted 6-0 to recommend the following to the City Council: Approval <br />22 of a drive-through as C ONDITIONAL USE for Driven Brands and the Take 5 Car Wash, based on <br />23 the submitted site and development plans, subject to the following conditions: <br />24 a. The site, building, landscaping, and drive-through lane shall be constructed substantially <br />25 consistent with the plans submitted November 22, 2021, and provided as a component of the <br />26 report packet, unless otherwise revised to comply with Zoning Code standards. <br />27 S UGGESTED C ITY C OUNCIL A CTION <br />28 Adopt a Resolution (Attachment C) approving a drive-through as C ONDITIONAL USE for Driven <br />29 Brands and Take 5 Car Wash, 1701 County Road C, based on the submitted site and <br />30 development plans, subject to the following conditions: <br />PF21-020_Take5CW_CU_RCA_032122 <br />Page 1 of 2 <br /> <br /> <br />
