RCA Attachment D <br />I NTEROFFICE M EMORANDUM <br /> <br />Date:March 10, 2022 <br />To: Bryan Lloyd, Senior Planner <br />From: Jesse Freihammer, City Engineer - Roseville Public Works <br />rd <br />AdditionDevelopment Review <br />RE: Midland Legacy Estates 3 <br />The Public Works Department reviewed the proposed plans for the project noted above and offer <br />the following comments with regard to the project’s impact on City services and/or <br />infrastructure: <br />1.Site Plan <br />o The proposed private driveway serves Lots 2-4. <br />Public Works Guidelines allow a private driveway when serving three or <br />less detached residential units with a maximum shared access centerline <br />length of 150 feet from the connection to a public or private street <br />o Per City Code, all lots within 300 feet of a wetland are considered shoreland and <br />can have a maximum impervious surface of 25% of the total lot area. <br />o Pathway improvements, as shown on the proposed plans, meet the City’s <br />requirements on the City’s Pathway Master Plan. The City will make future <br />connections to the east with the 2024County Road B Reconstruction project. <br />o See attached Traffic Impact Memo dated May 20, 2021 documenting traffic <br />impacts. <br />o A public improvement contract (PIC)will be required for the following <br />New sanitary sewer <br />New watermain <br />New storm sewer which serves public roadways. <br />New pathway improvements <br />Realigned roadway improvements for County Road B & Eustis. <br />o The PIC has language to maintain access and water to residents on Eustis Street. <br />2.Roadway Improvements <br />o The realignment will require County Road B and EustisStreet to be reconstructed. <br />These will remain public roads.The roadway would match the cross section of <br />Eustis Street. <br />o See Traffic Memo for information related to Traffic and the removal of the cul-de- <br />sac. <br />Page 6 of 11 <br /> <br />
