RCA Attachment D <br />o The proposed private road, Laurie Court path, is 26’ curb to curb. Parking would <br />be allowed on one side of the roadway. No parking signs will be required to be <br />posted on one side. <br />3. Utilities <br />o Water <br /> Watermain will be extended Eustis street to serve the lots of the private <br />roadway. <br />New services will be extended for lots that access County Road B and Eustis <br />Street <br />The watermain would become publiconce the improvements are installed. <br />o Sanitary <br />New sewer main will be extended Eustis street to serve the lots of the <br />private roadway. <br />Some lots will require sanitary sewer to be extended from County Road B <br />and from Eustis Street. Adequate capacity is available. <br /> The sanitary sewer main would become public once the improvements are <br />installed. <br />o Storm Sewer <br /> The development site meets city and watershed district stormwater <br />standards. These standards include water quality, rate, and volume <br />requirements that will ensure the property will protect downstream <br />surface waters and not add to any local drainage and flooding <br />issues. Stormwater from the site will ultimately outlet from the existing <br />wetland that is onsite.The development provides initial treatment of <br />stormwater prior to discharging into the wetland. The plans meet <br />Roseville Stormwater Standards. <br /> The storm sewer improvements within the site would be private. The <br />storm sewer improvements on Eustis Street and County Road B will be <br />public. <br /> Rice Creek Watershed District Permit is conditionally approved. <br /> NPDES Permit Required <br />4. Wetlands <br />o The wetland that is onsite is regulated by the Rice Creek Watershed District as <br />they are the Local Government Unit (LGU) responsible for implementing the <br />Wetland Conservation Act (WCA). The watershed has approved the site plan. <br />o Wetland buffer signs will be installed on all lot lines to indicate where the wetland <br />buffer begins. <br />o Structure and other impervious surface setbacks from the wetland are regulated <br />by the city. The city will review future house site plans to ensure the development <br />is meeting these requirements. <br />5. General <br />o County Road B between Eustis Street and Cleveland Avenue is scheduled for <br />reconstruction by the City of Roseville in 2024.
