<br />1 Preliminary Plat Approval <br />2 The Victoria Shores plat consists of nine lots fordetached one-family homes with four lake accesses <br />3 shared by all nine homes. On January 31, 2022, the City Council reviewed the proposal along with the <br />4 public record and adopted Resolution No. 11876 approving the Victoria Shorespreliminary plat with the <br />5 following conditions: <br />6 1. Pursuant to the memo from Public Works pertaining to this development, the applicant shall: <br />7 a. Dedicate the additional public right-of-way as required for Orchard Lane and Victoria Street. <br />8 b. Dedicate a 10-foot pathway easement coinciding with the drainage and utility easement behind <br />9 theproperty line of the lots abutting the west side of Victoria Street to accommodate a possible <br />10 future public pathway in this location. <br />11 c. Enter into a Public Improvement Contract regarding the construction of public infrastructure. <br />12 d. Establish a homeowner’s association for the maintenance of the storm water management BMPs. <br />13 e.Install wetland buffer signs on the property lines where the wetland buffer intersects. <br />14 2. In accordance with the recommendation of the Parks and Recreation Commission, the applicant shall <br />15 dedicate cash in lieu of park land in the amount of $25,500 prior to filing the plat at Ramsey County. <br />16 An excerpt of the January 31 City Council meeting minutes and a copy of City Council Resolution No. <br />17 11876 are inclued with this RCA as Attachment B. <br />18 Final Plat <br />19 The proposed final plat, which is identical to the approved preliminary plat, is included with this RCA as <br />20 Attachment C. <br />21 Public Improvement Contract <br />22 As part of the approval process and before the final plat can be executed, the developer is required to <br />23 enter into a public improvement contract (PIC) for the public pathway required to be constructed as part <br />24 of the project. The PIC has been reviewed by the City Attorney and is included with this RCA as <br />25 Attachment E. The details of public improvements and development specified in the PIC areshown in <br />26 the plans included as Attachment F. In order to serve the new platted lots, new water and sanitary sewer <br />27 lines are being extended from existing city mains. A new pathway, as required on the east side of Vitoria <br />28 Street, will also be constructed. <br />29 All work would be done through the developer’s contractor. All costs for the improvements would be <br />30 paid by the developer. The estimated cost of construction of the public infrastructure is $16,850.00. The <br />31 developer will provide a financial security in the amount of 125% of the estimated cost of construction, <br />32 $21,062.50, in the event the developer fails to perform. The City will oversee the construction. The <br />33 developer will pay the City $674.00 for these inspection services. All of the above dollar amounts would <br />34 be subject to amendment if the City was successful in obtaining grant funding for the trail. <br />35 The public improvements are planned to be completed by December 31, 2023. <br />36 Public Comment <br />37 As of the time this RCA was prepared, no additional comments from the public about the proposed plat <br />38 have been received by Planning Division staff. <br />7a RCA.docx <br />Page 2 of 4 <br /> <br />
