REQUEST FOR COUNCIL ACTION <br />Date: April 11, 2022 <br />Item No.: 10.i <br />Department Approval City Manager Approval <br />Item Description: Approve Professional Services Agreement with Metro-INET Joint Powers <br />Authority for Administrative, IT, Financial, and Human Resources Services <br />1 B ACKGROUND <br />2 Metro-INET became a separate IT joint powers authority in 2021. Previously, Metro-INET was part <br />3 of the City of Roseville and provided IT services to 43 other local government agencies. It is <br />4 necessary that an agreement is in place to manage the transition of Metro-INET from City operation <br />5 to a separate joint powers authority. <br />6 The City Attorney has drafted a professional services agreement that outlines the administrative <br />7 services that the City of Roseville will provide Metro-INET, including the provision of office and <br />8 storage space through the end of 2022. It is planned that Metro-INET will be a completely <br />9 independent joint powers authority at the start of the 2023. Under the professional services <br />10 agreement (see Exhibit A of the agreement ), the City will provide IT personnel to Metro-INET as a <br />11 pass through cost and provide administrative services, which include financial services, human <br />12 resources services and office space. Under the agreement, Metro-INET will pay Roseville $52,378. <br />13 This agreement was approved by the Metro-INET Board of Directors on January 25, 2022 <br />14 P OLICY O BJECTIVE <br />15 Roseville has long valued shared partnerships with other local government entities and the private <br />16 sector to provide cost-effective and efficient services to the community. Since its creation, Metro I- <br />17 Net has been a model of partnership of providing local government IT services in the Twin Cities <br />18 metro.Once Metro-INET fully transitionsto afully independent joint powers authority, Roseville <br />19 will continue to benefit from this shared service. <br />20 B UDGET I MPLICATIONS <br />21 Entering into this agreement will provide $52,378 in revenue to the City of Roseville. <br />22 S TAFF R ECOMMENDATION <br />23 Staff recommends the City Council approve entering into the professional services agreement with <br />24 Metro-INET Joint Powers Authority for Administrative, IT, Financial, and Human Resources <br />25 Services. <br />26 R EQUESTED C OUNCIL A CTION <br />27 Motion to approve entering into the professional services agreement with Metro-INET Joint Powers <br />28 Authority for Administrative, IT, Financial, and Human Resources Services. <br />Prepared by: Patrick Trudgeon, City Manager (651) 792-7021 <br /> <br />Attachment: A: Professional Services Agreement <br />Page 1 of 1 <br /> <br />
