45 Preliminary calculations based on the proposed development would elicit the obligation to plant 80 <br />46 replacement trees or pay a fee of up to $11,470 (i.e., 10% of Ramsey County’s assessed value of the <br />47 land of 2224 Eustis Street) in lieu of replacement plantings. <br />48 Park Dedication <br />49 The MLE3 plat includes a 0.8-acre park lot, comprising 0.6 acres of dedicated park land and 0.2 acres of <br />50 additional land purchased by the City. Because the land subject to the current subdivision proposal is <br />51 within the MLE3 plat, the park dedication requirement for this subdivision has already been satisfied by <br />52 the land dedicated to MLE3. Additional information from Parks and Recreation Department staff is <br />53 included with this RCA as part of Attachment D. <br />54 Public Comment <br />55 At the time this RCA was drafted, Planning Division staff have not received any comments from <br />56 members of the public regarding this proposal. <br />57 P OLICY O BJECTIVE <br />58 Ensure all sudbivisions of land lying within the incorporated limits of the City fully comply with the <br />59 regulations set forth in the Subdivision Code. Regulations and requirements for the subdivision of land <br />60 are necessary to preserve the health, safety, general welfare, convenience, and good order of the <br />61 community. <br />62 B UDGET I MPLICATIONS <br />63 S TAFF R ECOMMENDATION <br />th <br />64 Hold a public hearing, then adopt a resolution approving the proposed Midland Legacy Estate 4 <br />65 Addition plat based on the content of this RCA, public input, and City Council deliberation, subject to <br />66 the condition that it shall adhere to the conditions and provisions outlined in Resolution 11895 of the <br />rd <br />67 approved Midland Legacy Estate 3 Addition development. <br />68 R EQUESTED C OUNCIL A CTION <br />th <br />69 Hold a public hearing, then adopt a resolution approving the proposed Midland Legacy Estate 4 <br />70 Addition plat based on the content of this RCA, public input, and City Council deliberation, subject to <br />71 the condition that it shall adhere to the conditions and provisions outlined in Resolution 11895of the <br />rd <br />72 approved Midland Legacy Estate 3 Addition development. <br />73 A LTERNATIVE A CTION <br />74 Pass a motion to table the item for future action.
