REQUEST FOR COUNCIL ACTION <br /> Date: April 18, 2022 <br /> Item No.: 7.b <br />Department Approval City Manager Approval <br /> <br />Item Description:Discuss use of American Rescue Plan Act(ARPA) funds for Non-Profit Support, <br />Group Home Assistance, and Visit Roseville Partnership <br />1 B ACKGROUND <br />2 On February 14, 2022, the City Council discussed possible uses of the City allocation of ARPA funds. <br />3 Staff provided a spreadsheet (Attachment A) that outlined priorities for use of the money. Specifically, <br />4 staff indicated they will be bringing back to items for further discussion: Non-Profit Support and RVA <br />5 Support. (Attachment B). In addition, at the February 28 City Council meeting, a member of the public, <br />6 Al Fletcher, spoke during public commentperiod of the meeting about the challenge ACR Homes, which <br />7 operates group homes, is experiencing. (Attachment C). To date, ACR Homes have closed 4 group homes <br />8 (2 in Roseville) due to ongoing staffing shortage brought on due to the COVID pandemic. Mr. Fletcher <br />9 asked the City consider utilizing a portion of the City’s ARPA dollars to provide assistance to ACR <br />10 Homes to ensure that other of their group homes do not have to close. <br />11 <br />12 Non-Profit Support <br />13 Staff originally earmarked $50,000 for non-profit support. The City Council will recall that Roseville <br />14 provide Northeast Youth and Family Services (NYFS) $10,000 of CARES funds in 2020 to assist in their <br />15 operations. <br />16 <br />17 Staff has reviewed ARPA-funded non-profit support programs from around the United States, including <br />18 the City of Maple Grove, MN. Based on that research, there should be some basic requirements to <br />19 determine eligibility to receive ARPA funds. Staff suggests the following: <br />20 <br />21 1) The organization must be a registered non-profit in the state of Minnesota <br />22 2) The organization must serve residents of Roseville (based on some measurement of the amount <br />23 of Roseville residents the non-profit provides serves) <br />24 3) The organization provides a community-based service, event, or program that benefits the greater <br />25 good of the community and not just the members of that organization <br />26 4) The organization, program, project, or event does not advocate a political or religious affiliation <br />27 5) The organization experienced negative financial impacts of the pandemic that can be <br />28 demonstrated with documentation detailing the negative financial impact OR the organization <br />29 provides direct services, education, or advocacy to residents of Roseville in response to the <br />30 pandemic <br />31 6) Eligible uses of the funds include payroll and benefit costs, utilities, rent/mortgage payments, <br />32 insurance, and other operating costs.
