REQUEST FOR COUNCIL ACTION <br />Date:April 18, 2022 <br />Item No.:7.a <br />Department Approval City Manager Approval <br />Item Description: Discuss Scope and Timeline of a Community-wide Visioning Process <br />1 B ACKGROUND <br />2 In February, staff brought a draft scope and timeline to Council for a Community-wide Visioning <br />3 Process. At that meeting, the City Council provided feedback that they were interested in looking at <br />4 a revised timeline and process in order to begin this work sooner. <br />5 <br />6 Staff has put together a revised process and timeline, as well as options for a purpose statement and <br />7 objectives that will guide a consultant and any future public participation plans for this process. <br />8 <br />9 Below is a revised draft process. <br />10 <br />Step 1:Council identifies Purpose May <br />Statement and Objectives for a <br />Community Visioning process. <br />Step 2:Release the Imagine Roseville 2025 May-June <br />report <br />Step 3:Release an RFP for a Consultant to June <br />assist with Visioning process <br />Step 4:Award RFP August <br />Step 5:Initial engagement at various events July - September <br />throughout summer/fall to prepare <br />community, share information. <br />Step 6:Visioning Consultant is hired September <br />Step 7:Consultant facilitates additional September - TBD <br />public participation <br />Step 8:Council receives updates/reports on TBD <br />input and uses the input to begin the <br />process for the Desired Outcome(s). <br />11 <br />12 <br />13 Over the past week, staff has undergone training in the foundations of Public Participation through <br />14 the International Association of Public Participation (IAP2) organization. This is the model <br />15 engagement process the organization will be utilizing when considering how to design public <br />16 participation.
