We want to clearly state what we intend to accomplish as a result of <br />24 involving the public to ensure we are obtaining useful input. We need to understand why we are <br />25 seeking public participation and what the desired outcome is of that participation. This is the <br />26 foundation of designing an effective public participation plan. We must ask the right question in <br />27 order to get input that will be helpful to decision makers. Participation techniques and methods are <br />28 directly tied to the desired outcome and cannot be determined without that foundation. <br />29 <br />30 Staff has drafted a statement for both the purpose and outcome. Council is asked to provide <br />31 consensus on a final purpose statement and desired outcome that can be used to design a <br />32 participation plan that would include both micro and macro engagement opportunities for the public. <br />33 This purpose statement and outcomes will be used to draft the scope of an RFP for a consultant to <br />34 help facilitate the public participation methods chosen. <br />35 <br />36 Purpose Statement (to answer the question “Why are we seeking input?”) <br />37 <br />38 The PURPOSE of the public participation is to seek input from residents and stakeholders to <br />39 determine if the current Community Aspirations are relevant and appropriate and which of the <br />40 Community Aspirations are most critical and should be focused on in the next 10 years. <br />41 <br />42(NOTE: It is expected that the results of the visioning will be valid for approximately 10 years after <br />43 which another visioning process should take place to address the realities and needs 10 years from <br />44 now). <br />45 <br />Page 2 of 3 <br /> <br />
