REQUEST FOR COUNCIL ACTION <br />Date: April , 2022 <br />Item No.: 7. <br />Department Approval City Manager Approval <br />Item Description: Consider Changes to Chapter 104 of the Municipal Code – Personnel Policy <br />1 B ACKGROUND <br />2 There are two basic types of Minnesota cities; statutory cities, which operate primarily under <br />3 Chapter 412 of the Minnesota Statutes, and home rule charter cities, which operate under a local <br />4 charter. Statutory cities may choose from three forms of organization; Standard Plan Statutory City, <br />5 Plan A Statutory City, Plan B Statutory City. <br />6 <br />7 The City of Roseville is one of 16 Plan B Statutory cities in the state. Other Plan B cities are: <br />8 <br />Burnsville <br />9 <br />Chanhassen <br />10 <br />Edina <br />11 <br />Golden Valley <br />12 <br />Maplewood <br />13 <br />Milaca <br />14 <br />Mound <br />15 <br />New Brighton <br />16 <br />New Hope <br />17 <br />North St. Paul <br />18 <br />Perham <br />19 <br />Prior Lake <br />20 <br />Shoreview <br />21 <br />St. Anthony Village <br />22 <br />Victoria <br />23 <br />24 The Plan B form of government is also known as the council-manager plan. It consists of the elected <br />25 mayor, four or six elected council members and an appointed city manager. Although the council <br />26 retains legislative and policy-making authority, administrative responsibilities (such as hiring and <br />27 firing) are delegated to the city manager. <br />28 <br />29 In most cases, a city is not required to have personnel policies, however the League of Minnesota <br />30 Cities recommends cities have written personnel rules and procedures. Personnel policies are written <br />31 rules and guidelines necessary to keep the city functioning smoothly from a human resources <br />32 perspective. Personnel policies help implement a consistent approach to management and serve as a <br />33 guide for managers. They ensure consistent treatment of employee groups. <br />34 <br />35 Practice varies in the procedure used to establish a personnel policy for a city. In some cities, the <br />36 basic policy is established by ordinance, in some, by council resolution, and in others by a general <br />37 ordinance supplemented by a more detailed personnel handbook or manual.
