SPACE NEEDS ASSESSMENT <br />BKV <br />G R O U P <br />Community Development <br />Community development is locking work space for interns and collaborative areas which could be <br />used for group plan review meetings. The department is lacking space for a public computer <br />terminal that could be used for electronic permit submissions. If was also identified that having a <br />dedicated small conference room adjacent to the service counter would be ideal for client <br />consultations that can not happen at the counter. <br />Engineering <br />Engineering identified a need for additional work space for interns and a more efficient use of <br />space that would allow for additional storage, plan layout space, and collaborative area. <br />Information Technology PA <br />Additional work space is needed based on the current staffing and projected staff growth for this <br />department. Several individuals are working within a small space lacking acoustic barriers. The <br />current space also lacks adequate bench space for working on equipment and storage. <br />Police Department <br />A need for the Police Department is the ability to accommodate additional staff, a planned <br />increase of three for 2021-2022. A space constraint facing the department is the ability to store <br />squad vehicles indoors. The current garage is shared and does not provide adequate space for <br />the department's vehicles. The space program identified an immediate need for indoor parking at <br />City Hall for 11 vehicles, expanding to 12 vehicles in 15-years. The department is also lacking <br />specialized training space for use -of -force, simulation training, and firearm range. This requires the <br />department to rent space and for staff to travel between sites to fulfill their training requirements. <br />License Center <br />The License Center consists of two divisions: License/Motor Vehicle and Passport/Auto Dealer. Both <br />divisions share a facility. There is minor growth projected in the next 15 years with three License <br />Center Representatives. This department would find if beneficial to have a more combined space <br />for staff support such as meeting space, toilets, break room, personal lockers, and office supply/ <br />work room. Additionally, having a more equally shared public space would create better access <br />and continuity for visitors. The management offices are currently not in an ideal location; locating <br />the offices adjacent to staff would create more efficiency in movement and overall staff support. <br />2:31CUts,ENr I IMPEDIpIE I VM'i I 1SYR.PR0JKTD I ISYRPROJECIED <br />Rec - ponce studio I N/AI yowl WA 1 5.owl WA <br />Impact of Work -Prom -Home <br />This project began prior to the COVID-19 pandemic, which triggered large-scale national and <br />regional Iockdowns and quarantines, in which all but the most essential workers (public safety, <br />public health, maintenance, etc) transitioned within c short period of time to working from home. <br />Whereas previously a dialogue about such flexibility was met with skepticism, culturally there is a <br />new awareness of how our digital fools for collaboration and connection truly facilitate the ability <br />to remotely. In polling City of Roseville departments a few months into the pandemic it is clear that <br />there are new understandings about the feasibility of such an arrangement. Our recommendation <br />is that the City reconnect with departments approximately 12 months after any full return -to -work <br />status to understand how each department has found their own balance, and to adjust the <br />current programming assumptions, based on an updated work -at -work policy for all departments. <br />17 I BKV GROUP I OERTEL ARCHITECTS ROSEVILLE CIVIC CAMPUS MASTER PLAN STUDY <br />
