Discussion on the ARPA Funds and Approval of the Proposed Spending Plan <br />This item was postponed to a future meeting, <br />L Consider Commission Reappointment and Process for 2022 <br />City Manager Trudgeon briefly highlighted this item as detailed in the Request for <br />Council Action and related attachments dated January 24, 2022. <br />Mayor Roe asked if the City Council wished to interview any of the re -appointees <br />to the Commissions. <br />The Council did not want to interview the re -appointees. <br />Willmus moved, Strahan seconded, reappointment of all Commissioners seeking <br />reappointment to the various Commissions. <br />Roll Call <br />Ayes: Strahan, Groff, Willmus, Etten, and Roe. <br />Nays: None <br />Strahan moved, Willmus seconded, declaring vacancies on various Commissions <br />and finalize the dates as presented. <br />Roll Call <br />Ayes: Strahan, Groff, Willmus, Etten, and Roe. <br />Nays: None <br />8. Council Direction on Councilmember Initiated Agenda Items <br />a. Declaring a Climate Emergency in Roseville <br />Councilmember Strahan explained she was asking for a declaration of climate <br />emergency as a representative on a climate caucus with other Legislators and Mu- <br />nicipal leaders throughout the State of Minnesota. The group is working on a col- <br />lective action to declare a climate emergency. She noted there are close to twenty <br />municipal and county governments that have declared a climate emergency and <br />the media has already started coverage this week around this item. <br />Councilmember Strahan explained the reason she brought this forward was that <br />she knew that the City is often very driven by actionable resolutions and most of <br />the things the City has been working on as a City in the last year already contrib- <br />uted to the work that is being done. She wanted to show the residents in the City <br />that rather than having them look at that and ask why Roseville not on there, that <br />this be a public display of the many things the City has already done and hold the <br />City to the task of continuing to take serious efforts on climate action.
