Regular City Council Meeting <br />Monday, January 24, 2022 <br />Page 14 <br />many of the actions are happening this week and this is the first time she has had <br />the opportunity of bringing this forward to the Council. <br />Councilmember Groff thought this was an opportunity for them to present to the <br />residents what the City has been doing over the years and a good discussion to <br />have. He would support a future discussion and a summary on the goals. <br />Councilmember Etten indicated as he saw this, the primary purpose based on the <br />information provided would be to signal to the State and Federal officials and <br />then creating action items that the City would do. He explained as seen at this <br />meeting the time on the Council is pretty limited, thought the State and Federal <br />officials that represent them are already onboard with this, and the City is already <br />doing stuff. He noted that tomorrow the PWETC is having a significant discus- <br />sion on all of these items. The City has plans, has hired an intern, he is looking to <br />add a permanent position, the goals are already being met so then it is just taking <br />time. <br />Councilmember Willmus indicated he was not sure that declaring a climate emer- <br />gency in Roseville moves them forward. He thought if they were going to spend <br />some time better communicating exactly what they are doing and how the City is <br />doing is fine but he would agree with Councilmember Etten that he did not know <br />this piece is something he is inclined to move forward with at this time. <br />Mayor Roe indicated there is no question there is a climate emergency and every- <br />thing we all are seeing tells us that. He thought there was a lot of awareness <br />amongst government and legislative folks at various levels about those issues. <br />One thing he echoed is the notion of doing things versus the notion of passing res- <br />olutions urging others to do things. He thought if this is going to be a priority, it <br />should be part of the City's legislative package. When the City declares other <br />emergencies, there are certain powers that are invoked like being able to bypass <br />certain purchasing regulations to be able to address the emergency without being <br />subject to all the provisions of procurement law in Minnesota. Certain powers are <br />granted to the mayor in an emergency and certain things are done in an emer- <br />gency, none of which are addressed in the draft resolution as it is more about in- <br />forming others and urging action. He did not think that was a bad thing but was <br />not sure that is their place in what the Council does and the form in which to do it. <br />He was not necessarily inclined to bring this forward for Council discussion but <br />he agreed the City needed to spend more time and effort promoting to their own <br />community what the City is actually doing to address climate issues. He did not <br />think there was the majority of the Council in support to move this forward to a <br />future agenda. <br />Councilmember Strahan explained this is a time sensitive matter so if it is not go- <br />ing to happen now, then it is something that can be put aside because this is some- <br />
