Regular City Council Meeting
Monday, January 24, 2022
Page 15
thing that other cities and municipalities are addressing now. If the City of Rose-
ville is not going to move forward on it, she did not know there is a need to put it
forward unless it is something the Council chooses to have as a Legislative item at
the year end.
Mayor Roe thought there were ways to do these things and this may not be the
one that fits best.
b. Declaring a Mask Mandate in Roseville to Limit the Spread of COVID-19
Councilmember Strahan explained the City has had at least four inquiries and she
has had a number individually as well requesting the Council move forward with
a mask mandate in Roseville given that many area cities have instituted one and
many others are in the process of doing so. At the very least, the request to have
the public buildings in Roseville, including the OVAL require masks for people
who are utilizing the space. She realized there is not an interest of having combat
with people who refuse to mask; however, as she shared before, her mother
passed away from COVID three weeks ago and in the aftermath, she feels it is the
least she can do to listen to the folks who are concerned about the spread of
COVID, noting that social distancing and the wearing of masks are two of the
biggest things a person can do besides vaccination, which some people are not in-
clined to do to prevent the spread. She thought it seemed like a small ask of peo-
ple if the City can consider having that. She wanted to make sure the City
acknowledges the people who took the time to write in and make that request.
Mayor Roe stated their sympathy goes out to Councilmember Strahan on the loss
of her another.
Councilmember Willmus explained he would whole heartedly support moving
forward with a city-wide mask mandate, which is limited to City facilities. He in-
dicated he would not be opposed if the Council wanted to consider something at
the meeting tonight. He would support that if staff felt they were ready based
upon thoughts of the Council.
Councilmember Groff explained he would also support a mask mandate because
there is such misinformation right now. He thought they needed to follow the sci-
ence. There are ways to combat the virus and one of them is masks with the main
one being vaccinated and boosted. He indicated he would support the mask man-
date and would support a motion for it tonight because it has already been done
last year.
Mayor Roe explained it appeared that by the requester and two speakers, there is
interest in putting this item on a future agenda for consideration or possibly taking
action at the meeting. He asked Mr. Trudgeon if it was possible to model some-
thing based on the previous resolution and updates to make a motion tonight or
should this be brought back for a future agenda.
