REQUEST FOR COUNCIL ACTION <br />Date:May 23, 2022 <br />Item No.:10.c <br />Department Approval City Manager Approval <br />Item Description: Award MN OVAL Proposal Package 3: Perimeter Safety Padding System <br />1 B ACKGROUND <br />2 The 2020 State Bonding Bill included $3,900,000 for replacement of components that have outlived <br />3 their useful life at the Guidant John Rose Minnesota OVAL. <br />4 <br />5 On June 21, 2021 the City Council authorized staff to enter into an agreement for $273,750 with B32 <br />6 Engineers, Inc. for professional engineering services to develop the project plans and specifications <br />7 and to advertise for bids. <br />8 <br />9 Project implementation has been dividedinto three packages: <br />10 1. Bid Package 1: Refrigeration <br />11 Includes replacement and repair of items to the mechanical systems including replacement of <br />12 the chiller, compressors, condenser and pumps, ammonia detection systems, electrical <br />13 elements, brine pumps;repair of expansion tanks and repairs to therefrigerated slab. <br />14 <br />15 2. Bid Package 2: Site <br />16 Includes site adjustments to correct drainage issues and undermining, and to replace the <br />17 existing cracked bituminous perimeter of the MN OVALwith concrete. <br />18 <br />19 3. Proposal Package 3: Perimeter Safety Padding System <br />20 Includes the replacement of the padding system that surrounds the speedskating track with a <br />21 system that complies with today’s safety standards. The current padding system does not <br />22 comply with current safety standards. Upgrading the perimeter safety padding system is <br />23 important both for the safety of the athletes who use the space and to allow the MN OVAL to <br />24 host larger events. <br />25 <br />26 Proposals for packages 1 and 2 were solicited using the “sealed bid” (low bid) methodology. Bid <br />27 Packages 1 and 2 were awarded on February 14, 2022. Work is currently well under way with both <br />28 packages and they remain on-time and on budget thus far. <br />29 <br />30 Due to the specialized nature of the paddingsystem that is required for the MN OVAL, andthe limited <br />31 number of vendors available, package 3 was advertised using theBest Value procurement method. <br />32 The process included: <br />33 March 3, 2022: Request for Proposal released and advertised. <br />34 March 9, 2022: Information pre-proposal meeting held for interested vendor. <br />Page 1 of 3 <br /> <br />
