35 March 30, 2022: Proposals due. <br />36 <br />37 Two proposals were received. The proposals were reviewed and scoredby a committee that included <br />38 staff, B32 Engineering, membersof the Greater Minnesota Speedskating Association and members of <br />39 the Midway Speedskating Club. <br />40 <br />41 Scoring wasblind (contractor identification and price were redacted)using the criteria and <br />42 methodology outlined in the RFP. <br />43 <br />44 The results were: <br />45 <br />Best Value <br />Proposer Score Price <br />Kaiser Manufacturing Inc.100$259,198.20 <br />World Mat Gym Inc. 74.9 $333,040.00 <br />46 (Attachment B contains complete scoring information) <br />47 <br />48 Following the initial scoring, staff and the scoring committee entered into the Clarification Phase with <br />49 the apparent Best Value, Kaiser Manufacturing Inc. Clarification consisted of several meetings and <br />50 additional analysisto ensure that the proposed system can meet the unique needs of the MN OVAL. <br />51 <br />52 Following additional analysis, the recommended final proposal includes two Value Adds to ensure <br />53 that the system is effective in an outdoor environment. <br />54 <br />55 Additional Posts: Additional posts will providegreater stability to the pads during adverse <br />56 weather conditions for a total of $3,643.31 <br />57 <br />58 Vinyl Shoes: The addition of white vinyl “shoes” for the pads will provide added durability <br />59 for the pads and help prevent ice melt from the sun for a total of $13,916.09 <br />60 <br />61 <br />62 The proposal total, including the base bid and value adds is $276,757.60.
