REQUEST FOR CITY COUNCIL ACTION <br />Agenda Date: May 23, 2022 <br />Agenda Item: 10.f <br />Department Approval City Manager Approval <br />Item Description: Adopt a Resolution approving a 5-year renewal for a satellite household <br />hazardous waste (HHW) collection facility at 1725 Kent Street as an IU <br />for Ramsey County Public Health (PF22-003) <br />1 B ACKGROUND <br />2 Ramsey County Department of Public Health has requested a 5-year renewal of their INTERIM <br />3 USE (IU) approval to allow continuation of the operation of a satellite household hazardous waste <br />4 (HHW) collection facility at the County’s site along Kent Street just north of Larpenteur Avenue <br />5 pursuant to §1009.03 (Interim Uses) of the City Code (see Attachment C). <br />6 Minnesota Law requires metropolitan communities to provide for the collection of HHW and <br />7 Ramsey County has operated a satellite collection site in this location along the 1700 block of <br />8 Kent Street since 1992. In July 1992, the City of Roseville granted Ramsey County a two-year <br />9 interim use permit (IUPs, as such approvals were formerly known) that allowed HHW collection <br />10 to occur during September and October of 1992 and 1993. In July 1994, the City granted <br />11 another two-year IU for HHW collection during September and October of 1994 and 1995. <br />12 Beginning in 1996, the City began granting longer approvals. Since 2000, Ramsey County has <br />13 been contracting with Bay West, Inc. to facilitate the HHW collections services (see Attachment <br />14 D). Approvals in May 1996, May 2001, February 2006, April 18, 2011, and April 24, 2017 were <br />15 granted IUsthat were valid for 5 years (the maximum term for such approvals) with monitoring <br />16 by City staff and, if necessary, preparing reports of issues requiring the attention of the Planning <br />17 Commission and City Council. <br />18 P LANNING C OMMISSION A CTION <br />19 On May 4, 2022,the Roseville Planning Commission held the duly noticed public hearing <br />20 regarding the request by Ramsey County Public Health for the 5-year renewal of their IU to <br />21 allow a satellite household hazardous waste (HHW) collection facility at the 1725 Kent Street <br />22 (RPCA and Meeting Minutes Attachment A). At the hearing, no citizens were present, either in- <br />23 person or virtually, nor provided testimony to the Planning Commission. Commissioners had no <br />24 questions of staff or the applicant. <br />25 P LANNING C OMMISSION A CTION <br />26 The Planning Commission voted 7-0 to recommend approval of a 5-year renewal of the IU for a <br />27 satellite household hazardous waste (HHW) collection facility at the 1725 Kent Street as an IU <br />28 for Ramsey County Public Health, including eliminating the following condition of approval <br />29 noted in previous IU approvals/renewals: <br />30 <br />PF22-003_RamseyCountyHHW_IU_RCA_052322 <br />Page 1 of 2 <br /> <br />
